Havercroft with Cold Hiendley Parish Council

Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 8^th November 2023 at 7.00 p.m.

Present: Councillors P Stockhill, M Beecher, M Rusling, M Cooper, Y Lowe, District Councillors Cummings and Ali, the Clerk.

Minute 47           Declarations of Interest

Cllr Beecher declared an interest in Agenda Item 7.

Minute 48           To approve the minutes of the parish council meeting on 11^th October 2023

The minutes were approved (Proposed By Cllr Beeching and Seconded by Cllr Rusling).

Minute 49           Public Representations

There were no public representations.

Minute 50           District Councillor’s Report

Cllrs Ali and Cummings have met with the Inspector and asked for a speed camera van to be positioned at the top of the Green.

The PACT meeting on 7^th November was well attended, with speeding & anti social behaviour discussed.

The demolition of Winn View will begin shortly and there will be RTO’s around the Parish eg Brier Lane.

Minute 51           Finance and Banking

Payments were approved.

It was agreed to ask R Pearson to be the new Internal Auditor.

Minute 52           Havercroft & Ryhill Learning Centre

The Parish Council is awaiting an update from the Consultant regarding Heads of Terms for the new lease.

Minute 53           Allotments

Mr B requested permission for help from persons previously evicted.  This was denied and an inspection of all allotments will take place next week.

Minute 54           Rycroft Leisure

Cllr Stockhill attended the Rycroft Leisure meeting and is now a member of the committee.  A clean up is planned but so far, there has been no volunteers.

Minute 55           Open Spaces & Green Spaces

1. The Chair and Cllr Beecher attended  a meeting at Wintersett regarding the process of clearing the pond and are awaiting a response via email.
2. The four paths into Bush Wood require clearing but permission must be given to access the fields on the other side of the fence.
3. Cllr Beecher will attend and lay a wreath at the Remembrance Service at the top of The Green on 11^th Nove, which the Chair will lay the wreath on Sunday.
4. Permission was given to St James’s for the Remembrance Service and Carol Service to be held at the top of The Green, following inspection of an appropriate risk assessment and proof of insurance.
5. It was agreed to spend the CIL monies on replacing the existing damaged noticeboard.
