Minutes of the Annual Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 8th May 2024 at 6:30 p.m.
Present: Councillors P Stockhill, M Beecher, M Cooper, M Rusling, Y Lowe and the Clerk

Minute 1 Appointment of Chairman
Cllr Stockhill took the Chair until the appointment of Chairman. It was moved by Cllr Beecher that Cllr Stockhill be nominated as Chairman and was seconded by Cllr Lowe.
Resolved: That Councillor P Stockhill be nominated as Chairman of Havercroft-with-Cold-Hiendley Parish Council for 2024/25. Cllr Stockhill then signed the Acceptance of Office Declaration
Minute 2 Appointment of Vice Chairman
Cllr Mick Rusling was nominated as Vice Chairman by Cllr Stockhill and seconded by Cllr Beecher.
Minute 3 Representative to Ryecroft Leisure
It was resolved that Councillor Stockhill would be the Council’s representative to Ryecroft Leisure.
Minute 4 Representative to Ryecroft Trading
It was resolved that Councillor Lowe would be the Council’s representative to Ryecroft Trading.
Minute 5 Representative at YLCA meetings
Cllr Stockhill was nominated as the parish council representative at YLCA meetings.

Minute 6 Declaration of Interest
Cllrs Stockhill and Lowe declared an interest in Item 8 of the parish council meeting agenda.
Minute 7 To approve the minutes of the parish council meeting on 10th April 2024
Cllr Cooper proposed the minutes of the meeting on 10th April 2024 and they were seconded by Cllr Beecher.
Minute 8 District Councillor’s Report
The bins have been emptied in play area at the top of Hatfield Place but the grass have been too wet to cut.
The bollards at Bethan Court have not been installed despite all district councillors agreeing on the Capital Grant.
Cllr Cummings thanked the Parish Council for the 20 mugs donated to the Kids Kitchen.
Cllr Cummings will look into whether the path by the Wimpey Allotments is owned by WMDC or the Parish Council.
Minute 9 Finance and IT
All payments were approved and it was agreed to switch the banking to Virgin Money.
Ryan from SWS football will be invited to the next meeting to report on how the football camps are benefitting local children.
Minute 10 Havercroft & Ryhill Learning Centre & The Business Units
The H&RC Learning Centre applied for their annual grant of £13,000 before receiving significant funding from the National Lottery. It was agreed to continue with the grant and for it to be spent on repairs to the H&RC Learning Centre.
It was suggested that the WMDC waster removal should be reduced to every other week due to fewer users in the Business Units.
Minute 11 Allotments
Cllr Rusling will carry out vermin extinction at the allotments again.
Minute 12 Open Spaces & Green Spaces
The flagpole has been moved on the Green and it was agreed to pave a circle around the area and install a Christmas tree light decoration in November, in place of a real tree.
Councillors discussed digging out a channel to divert flood water and mud from the B6428 and it was agreed to ask Cllr Cooper to organise the work.
The access to Westward Farm and associated repairs was discussed and it was agreed to seek legal advice due to the contrary and possibly incorrect documentation with the Land Registry.
Minute 13 Date and Time of the next meeting
The next meeting will be held on Wednesday 14th June 2023 at the Havercroft and Ryhill Community Learning Centre.
The meeting closed at 8.40pm
