Minutes of the Meeting of Havercroft with Cold Hiendley Parish Council held at the Havercroft & Ryhill Learning Centre on Wednesday the 8th March 2023 at 7.00 p.m.
Present: Councillors M Beecher, C Flynn, Z Zachariah and District Councillors P Stockhill, M Cummings and U Ali, plus four members of the public.

Minute 75 Election of Meeting Chair
Cllr M Beecher was elected to chair the meeting.
Minute 76 Declarations of Interest
Cllr Flynn declared an interest in Agenda Item No. 9
Minute 77 To Approve the Minutes of the Meetings held on 15th February 2023
It was resolved to approve the minutes of the last meeting, proposed by Cllr Zachariah and seconded by Cllr Flynn.
Minute 78 Public Representations
A member of the public spoke regarding an allotment issue. The Council listened and responded at a later date.
Minute 79 District Councillor’s Report
Cllr U Ali gave the initial report concerning anti-social behaviour and speeding within the Parish. He has contacted Inspector Glen Costello but has had no response regarding times or dates for a meeting. Although Win View is just outside the Parish, Cllr Ali reported that Carelink has been diverted and demolition is due in April. All residents have been contacted.
A new piece of equipment in the park at the top of Hatfield Place has been paid for by a Capital Grant.
There was a meeting with Highways on 6th March but they have declined District Councillors requests for speed cameras, although a survey will be carried out and bollards installed outside Bethan Court. Cllr Cummings congratulated E. Watson for collecting over 700 signatures on the road safety petition.
Cllr Stockhill suggested that the Council consider purchasing Smiley Sids or ANPR cameras but the advised that Amey Lighting would charge £125 to test lamp post suitability. Additionally, the Smiley Sids would cost £3,800 per unit and £1,200 for each solar panel.
Minute 80 Co-option of New Councillor
District Cllr Paul Stockhill was co-opted onto the Council with a unanimous vote.
Minute 81 Finance and Banking
The Budget and Precept Demand for 2023-24 was approved by Wakefield MDC.
There is £10,000 that could be made available should the Council wish to purchase Smiley Sids.
The Council authorised the Clerk to spend up to £500 on necessary repairs, etc.
Minute 82 Allotments
A matter raised by a resident was discussed and resolved to renew lease on a 12 months probationary period.
Minute 83 Road Safety
There were several accidents at the B6428 and Church Lane junction, possible remedies were discussed but they depend on the support of WMDC.
Police will be ticketing those parking on the zigzags outside the school.
Minute 84 Learning Centre and Leisure Centre
The Leisure Centre is still trying to recruit a manager.
Minute 85 Open Spaces & Green Spaces
A damaged tree was made safe.
The Friends of Havercroft group were awarded a lease for Plot 1 of the Wimpey Allotments, on a peppercorn rent of £1/year. This has been paid for 10 years.
The FoH will repair the noticeboard and put another in the allotments, in addition to obtaining a quote for a metal replacement noticeboard.
Minute 86 King’s Coronation
The Learning Centre are holding a Picnic in the Park on 5th May and Cllr Stockhill will contact Ryhill Parish Council to discuss a joint event.
