Meeting Minutes
Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held at Havercroft & Ryhill Community Centre on Wednesday, 9th April 2025 at 7.00 p.m.
Present: Councillors M Cooper (Chair), M Beecher, Y Lowe, C Rawlings, Clerk and District Councillor U Ali, plus six members of the public
Apologies: Cllr M Rusling and District Councillors Cummings and Heptinstall
Minute 97 Declarations of Interest
Cllr Y Lowe declared an interest in Item 7 of the Agenda.
Minute 98 To Approve the minutes of the meeting held on 12th March 2025
Resolved: To approve the minutes of the meeting held on 12th March 2025.
Minute 99 Public Representations
The public were invited to attend and speak at 6.45pm, Council then discussed the following requests:
- A resident asked to lease parish council land.
- The clerk was asked to write to the resident with a number of conditions.
- An allotment owner requested a skip and mini-digger.
- Council agreed to hire a skip but refused the mini-digger.
Minute 100 District Councillor’s Report
District Councillor Ali gave the following update:
- The road lining at The Green roundabout will be refreshed.
- There will be a Kids Kitchen at Solid Road church.
- It is hoped that electricity will be supplied towards the end of 2025 at the crossroads, in anticipation of installing traffic lights to increase road safety.
Parish Councillors reported the fly-tipping at the back of Madeley Mews.
Minute 101 Finance and IT
- Bank balances were noted
- The Bank Reconciliation and Budget Comparison for 2024-25 were received and noted.
- Payments were approved.
Minute 102 Allotments
- It was noted that there was one outstanding rent and it was agreed to offer the vacant allotment at the Wimpey site to the next person on the waiting list.
Minute 103 Havercroft & Ryhill Community Learning Centre
The clerk was asked to arrange another meeting with H&RCLC, Councillors Cooper and Beecher to attend, to discuss the repair of the drains.
Minute 104 Co-option of new parish councillors
Two residents had expressed an interest in becoming parish councillor. They were given the opportunity to speak with Council and asked to leave the room whilst councillors voted.
It was resolved to co-opt both Penny Ashton and Steve Ashton onto the Parish Council as there were four vacancies.
Minute 105 Open Spaces & Green Spaces
It was agreed to test eight lamp posts at a cost of £125 each, to allow for hanging baskets to be erected.
Minute 106 To receive information on any ongoing issues
Whole Council training will take place on Wednesday, 30th April at 6pm.
Minute 107 Date and time of next meeting
The next meeting will follow the annual meeting of the Parish (which starts at 6pm) on Wednesday 14th May 2025 at 6.30pm in Havercroft & Ryhill Community Centre, Mulberry Place, Ryhill.
The meeting closed at 8.45pm
