Havercroft with Cold Hiendley Parish Council

Minutes of the Annual Meeting of Havercroft-with-Cold Hiendley Parish Council held at Solid Rock Church on Tuesday the 27th September 2022 at 7.00 p.m.

Present: Councillors P Stockhill, M Beecher and C Flynn, District Councillor M Cummings and U Ali, plus one member of the public

Minute 34 Declarations of Interest
None declared

Minute 35 To Approve the Minutes of the Meetings held on 17th July 2022
It was resolved to approve the minutes of the last meeting, proposed by Cllr M Beecher and seconded by Cllr P Stockhill

Minute 36 Public Representations
There were no public representations.

Minute 37 District Councillor’s Report
Cllr Cummings congratulated the parish council on a successful Jubilee event.
The fencing around Whin View Court needs reinforcing to prevent access to the roof, the police have been notified along with Andy Wallhead at WMDC.
Several reports of fly tipping, which have all been dealt with.
The next PACT Meeting will be 6th December 2022 at the Learning Centre.
Kids Kitchen will be held during the holidays, sponsored by Cllr Stockhill.
Wintersett Lane will be closed 26th September 2022 to facilitate the connection of a new water main.
The bollard issue on the footpath from Mulberry to Park Close has been resolved, cars cannot access now.
The grass at Newstead Park has not been cut and bins are overflowing, district councillors were asked to report both.

Minute 38 Finance and Banking
The finance reports were presented and payments agreed.
It was decided that an MS Office Licence and an external hard drive would be purchased, plus a replacement jack for the Wimpey Allotments.
It was confirmed that a charge card would be applied for when switching to the new bank.
All statutory documents have been submitted to the external auditors (PKF Littlejohn) and a report is expected on Friday 30th September 2022.

Minute 39 Allotments
Cllr Cotton is to review the allotment contracts in time for the next financial year and to include a ‘nuisance to neighbours’ clause.
Fencing around Plot 1 Brier Lane using wood on the allotments to have a community orchard, was discussed and agreed.
Two allotment holders will be written to, reminding them of the terms and conditions.
The Council is in negotiations with WMDC regarding the take over of the East Street allotments. A resident has offered to look after the allotments once they have been transferred.

Minute 40 Learning Centre and Leisure Centre
Councillors have been invited to a meeting at the Learning Centre W/C 3rd October 2022.

Minute 41 Open Spaces & Green Spaces
Cllr Stockhill will contact the EA to get advice regarding cleaning the pond on the Green.
District Councillors will be asked to investigate the status of the road running alongside the Green

Minute 42 Havercroft Safe Scheme
The local NPT will be asked to attend the next council meeting in October.

Minute 43 Ongoing Issues
The noticeboard still requires repairs, current estimate is £180 but there is an issue acquiring Perspex.
