Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at the Havercroft & Ryhill Learning Centre on Wednesday the 23rd November 2022 at 7.00 p.m.

Minute 53 Declarations of Interest
None declared
Minute 54 To Approve the Minutes of the Meetings held on 12th October 2022
It was resolved to approve the minutes of the last meeting, proposed by Cllr Cotton and seconded by Cllr P Stockhill with a small addition to Minute 41 regarding fencing on the Green.
Minute 55 Public Representations
There were no representations from the public
Minute 56 District Councillor’s Report
WMDC has rejected calls for Ryhill and Havercroft with Cold Hiendley parish councils to be combined, following the recent Governance review.
All district councillors have agreed to a new solar farm being installed nearby.
Cllr Cummings applied for funding for the tree at the bottom of Newstead but it is down to the parish council to pay.
Minute 57 Finance and Banking
The finance reports were presented and payments agreed, including a replacement printer.
The external auditors (PKF Littlejohn) completed their audit and have sent their report, there were no issues.
The budget for 2023-24 was discussed briefly and councillors were made aware that due to increased rate of inflation and the number of repairs required to maintain the Learning Centre, there would be difficult decisions to make at the next meeting.
Minute 58 Allotments
Cllr Cotton has reviewed the allotment contracts and suggested a number of additions, including a ‘nuisance to neighbours’ clause and change to ‘immediate family’ only.
It was agreed to increase the rent and issue a 28 days notice by end of February 2023.
Nothing further has been heard from Wakefield Council regarding the transfer of East Street allotments.
Minute 59 Learning Centre and Leisure Centre
The H&R Learning Centre has requested a new lease, however new legislation requires an EPC rating, although some buildings are exempt. Cllr Cotton agreed to draw up a ‘heads of terms’ for the next meeting.
Minute 60 Open Spaces & Green Spaces
Cllr Stockhill to contact the EA to get advice regarding cleaning the pond on the Green.
