Meeting Minutes

Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft & Ryhill Community Learning Centre on Wednesday the 15 th January 2020 at 7:00 p.m.

Present: Councillors A Manifield (Chairman) P Stockhill (Vice Chair) I Sanders, R Massey, Mrs T Tams-Hedges.
District Councillor Mrs M Cummings

Apologies: Councillors J Shaw, Mrs F Heptinstall, Mrs M Massey, E Brown.

Minute 85. Declarations of interest
Councillor I Sanders declared an interest on Agenda Item 11 (Planning)

Minute 86. Minutes of the Parish Council meeting held on the 11 th December 2019 Resolved The minutes of the monthly meeting held on the 11 th December 2019 were confirmed as a correct record.

Minute 87. District Councillors Report
District Councillor Mrs Cummings reported that the lock on the gate on East Street had been broken and fly tipping had occurred on Tup Lane.
A Blue surgical waste bag had been left by a member of the public by the litter bin near The Green, the contents had been found to be all used nappies. An individual has been identified regarding this and further work is being undertaken to ensure there is no reoccurrence.

A litter pick has been organised starting at the Chemist on Madeley Road at 10 a.m. on the 21 st January.

Crofton Parish Church has opened a food bank, it operates on every other Friday evening from the Church. Havercroft & Ryhill Community Learning Centre Manager is able to make referrals to the service.

Road markings have now been competed together with signage asking motorists to drive slowly on Bethan Court off Cow Lane, finishing this project.

Minute 88. Finance
a) December/January Accounts
The quarterly finance report to the Council together with the Accounts for December/January 2020 Cheque numbers 303446 to 303450 in the sum of £3197.64 where presented to the Council.
Resolved to accept the report and authorise the payments.

b) Budget for 2020-21
Resolved Precept of £66,704 as presented in the report €˜Havercroft-with-Cold Hiendley 3 rd Draft Budget Estimate 2020-21, of 8 th January 2020€™ being an increase of 1.5% on 2019-20 precept.

Minute 89. Rycroft Leisure
The Chairman Cllr Manifield accepted the verbal resignation as representatives of the Council for Rycroft Leisure from Cllr R Massey and Cllr P Stockhill. The next meeting would ask for Cllrs to put themselves forward to take up these vacant positions. The Clerk was asked to request formal financial information be supplied on a regular basis from Rycroft Leisure to the Council for our information.

Minute 92. Correspondence
The following correspondence was noted:
WMDC Granting of planning permission for 19/01915/FUL Siting of Storage Container within car park at Havercroft & Ryhill Community Learning Centre.

Minute 93. Planning
Planning application 19/02731/FUL South Street rear extension and porch to front, and 19/02807/FUL Ellis Laithe Farm (land adjacent to) Change of use to Paddock for keeping of horses- Noted.

Minute 94. Parish Matters
Consideration needs to be given to reduce the speed limit on the B6428 Lund Hill Lane/Hall Field Lane from Royston to Havercroft. The crossroads with Church Lane has seen far too many bad accidents, caused by excessive traffic speed. Wakefield Council needs to work closely with Barnsley Council to ensure safety measures are implemented on this country road.
