Minutes of the Meeting of Havercroft with Cold Hiendley Parish Council held at the Havercroft & Ryhill Learning Centre on Wednesday the 15th February 2023 at 7.00 p.m.

Minute 62 Election of Meeting Chair
Cllr M Beecher was elected to chair the meeting.
Minute 63 Declarations of Interest
Cllr Flynn declared an interest in Agenda Item No. 8
Minute 64 To Approve the Minutes of the Meetings held on 23rd November 2022
It was resolved to approve the minutes of the last meeting, proposed by Cllr Cotton and seconded by Cllr C Flynn.
Minute 65 Public Representations
There were no representations from the public
Minute 66 District Councillor’s Report
Cllr U Ali gave the report in Cllr Cummings’ absence: All three District Councillors will meet with the police to discuss the anti-social behaviour. Cllr Ali offered to contact the WYP Inspector regarding speeding down Cow Lane, following a serious accident last week.
Minute 67 Co-option of New Councillors
Mr Mark Cooper and Pastor Zac Zachariah gave short speeches, then a vote was held and as a result, both were voted onto the Council.
Minute 68 Finance and Banking
The Budget and Precept Demand for 2023-24 were circulated prior to the meeting. The Budget was unanimously agreed and £5,000 will be moved to reserves to ensure 1/3 of the Precept is in reserves.
The drains at the Learning Centre were cleared, Cllr Cotton will check Pegas and the Clerk will contact Yorkshire Water to see who is responsible for manholes since 2011.
It was agreed to host the Friends of Havercroft , until they obtain their own bank account and that FoH will carry out necessary work around the village, with the Parish Council purchasing materials.
Minute 69 IT and Website
It was agreed that Andy Manifield would continue to host the website and also update it.
Minute 70 Allotments
Cllr Flynn left the meeting whilst an issue on the Whimpey Allotments was discussed. It was agreed that action would be taken to remove the issue.
Mr Paul Stockhill was asked to collect the rent for the Brier Lane allotments, whilst the Clerk will write to all Wimpey Allotment holders, asking them to pay by BACS.
Mr Stockhill agreed to accompany the Clerk to a meeting with WMDC at East Street allotments.
Minute 71 Learning Centre and Leisure Centre
The H&R Learning Centre has requested a new lease but there has been no further progress to report.
The Leisure Centre is currently without a manger.
Minute 72 Open Spaces & Green Spaces
Send letter to Resident informing him that the Parish Council will carry out work to trees adjacent to his property.
Minute 73 King’s Coronation
The Clerk will contact Ryhill Parish Council to discuss the King’s Coronation event.
Minute 74 Date and Time of the next meeting
