Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 14 March 2018 at 7.00 pm.

Minute 105. Declaration of Interest
Councillor A Manifield and Mrs F Heptinstall to declare an interest to item 9 Minute 111.
Minute 106. Minutes of the meeting held on the 14 February 2018
The minutes of the monthly meeting held on the 14 February 2018 were moved by Councillor R Massey and seconded by Councillor A Manifield and were confirmed as a correct record.
Minute 107. Co-option of a Parish Councillors
The Parish Council have co-opted on to the Parish Council Paul Stockhill and Mrs M Massey to fill the two vacancies.
Minute 108. HS2
HS2 responded to the following points raised by the Parish Council:
No mention that the Parish Council are opposed to HS2.
No mention of connectivity from Havercroft along Newstead Lane to Fitzwilliam Railway Station.
No mention of the guaranteeing of jobs for local people during design and construction.
HS2 have incorporated the above points raised into their working documents.
Minute 109. District Councillors Reports
Dumping of Waste on Tupp Lane to be dealt with by the District Councillors.
Funding for WW1 Memorial Garden
Kids Kitchen to continue until August available for children who struggle for meals and has proved a very valuable service.
A review of Neighborhood Policing resulting in additional manpower for our area which is the South East.
Presentation by WDH at Whin View on the proposed housing on land adjacent to the chemists
Public access from the Beech Hill to the estate to be looked at by the Parish Council.
Clean up in the Mullberry area.
Minute 110. General Data Protection Act
This Act currently going through Parliament will come into effect on May 2018 and will have an effect on the Parish Council, currently, we are waiting for information on training to ensure that the Parish Council implements the Act in a proper manner.
Minute 111. Fields in Trust. Proposed Fencing
Councillors Mrs F Heptinstall and A Manifield disclosed having a personal interest.
The Parish Council received a quotation from Engie to provide fencing, gates, footpath works and Birdsmouth Fencing in the sum of £19,969.75
Resolved: The Parish Council unanimously approved the acceptance of the quotation from Engie which was moved by Councillor R Massey and seconded by Mrs C Saul subject to the Parish Council receiving a Capital Grant.
Minute 112. Finance
February 2018 Accounts
The accounts for February 2018 in the sum of £13,547.96 were presented to members and moved by Councillor R Massey and seconded by Councillor E Brown and confirmed as a correct record.
Minute 113. Havercroft and Ryhill Community Learning Centre
Funding received from the Coal Board Regeneration Trust for online courses and the delivery of English and IT courses.
The Community Learning Centre will have a funding problem in 2018/2019
Minute 114. Correspondence
Mrs T Tams-Hedges Request for parking on Parish Council land.
Resolved: The Parish Council meet with Mrs Tams-Hedges on site to discuss the proposals.
Inspector H Brier Parking of vehicles on Cow Lane. Noted.
Minute 115. Havercroft Pond/Green
The clearing of reeds from Havercroft Green Pond is with the Wakefield Diversity Group.
A number of unsafe trees have been felled on Havercroft Green and Havercroft Common and have been replaced by Oak trees.
Minute 116. Planning

Minute 117. Havercroft and Ryhill Sports and Youth Centre
Fencing of additional football pitches.
Subject to grants being obtained by Rycroft Leisure it is proposed to erect fencing around the top field opposite the Community Learning Centre to create two additional football pitches. Currently Rycroft Leisure run fourteen football teams therefore the requirement for the additional pitches.
The Parish Council have given approval for the fencing work subject to meeting the Parish Councils requirements as the Parish Council are joint owners of the land.
Resolved: The Parish Council has agreed to be third party funders for this project in the sum of £2,515.50 if the bid for funding is successful.
Minute 118. Structural Testing of Lamp Columns
The structural testing of columns is now a requirement before features and hanging baskets can be displayed on the columns.
Resolved: That the Parish Council unanimously approved the testing of lamp columns in the sum of £4,625.28 which will be undertaken by Amey.
Minute 119. Allotments
Currently we have a vacant allotment on the Wimpey site which will be filled from the waiting list.
Parish Matters
Flooding at the bottom of Hope Street being dealt with by Councillor A Manifield with Wakefield Council.
Flashing lighting columns at the bottom of Havercroft Common.

The next meeting of Havercroft-with-Cold Hiendley Parish Council will be held in Havercroft and Ryhill Community Learning Centre on Wednesday 11 April 2018 at 7.00pm.
