Havercroft with Cold Hiendley Parish Council

Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 15^th February 2024 at 7.00 p.m.

Present: Councillors P Stockhill, M Beecher, M Cooper, M Rusling, District M Cummings, the Clerk.

Apologies: Councillor Lowe, District Councillors Ali and Cummings

Minute 77           Declarations of Interest

Cllrs Rusling and Stockhill declared an interest in Agenda Item 9, Cllr Stockhill declared an interest in Agenda Item 10.

Minute 78           To approve the minutes of the parish council meeting on 10^th January 2024

The minutes were approved (Proposed by Cllr Beecher and Seconded by Cllr Stockhill).

Minute 79           Public Representations

There were no public representations at the meeting.

Minute 80           District Councillor’s Report

1. The Bollards, Bethan View have been approved via a Capital Grant for £4,100.
2. Alison Lowe the Deputy WY Mayor attended a meeting at the Learning Centre Friday 19^th January where residents raised their concerns regarding speeding and anti-social behaviour.

Minute 81           Finance and Banking

1. Payments were approved and councillors were given an update on the current position. 
2. Invoices will be sent to those properties on Oak Crescent who lease Parish Council land.

Minute 82           Havercroft & Ryhill Community Learning Centre

1. The Consultant has said that he will send the HoT for the new lease shortly.
2. A new boiler is required but H&RCLR have just been awarded £240,000 from the National Lottery.

Minute 83           Allotments

There has been a report of unauthorised pallets at the Wimpey Allotments and one plot has too many chickens. Allotment rent is due by 25^th March 2024.

Minute 84           Rycroft Leisure

Parish Councillors discussed the planned youth club pod addition to the Leisure Centre, all agreed with the application.

Minute 85           Open Spaces & Green Spaces

1. It was agreed to ask WMDC to put a TPO on the tree on the Railway Cutting.
2. WMDC will pay for the testing and license of lamp posts for the hanging baskets, which First Impressions will supply for three years.  The cost of the hanging baskets includes watering and replacement of damaged plants:  Brackets = £68 each and the Basket = £65 each, total cost will be £4,655.  Residents and local businesses will have the option to sponsor a hanging basket. Cllr Stockhill will send Paul Hamby from First Impressions, a list of lamp columns in use now.
3. The Christmas trees will cost £45 for each bracket and £58 per tree, totalling £3,605.  Of this, £2,260 will be funded from this year’s budget.

Minute 86           Correspondence

A solicitor’s letter has been sent to a property for sale, as part of the details includes Parish Council land.
