Meeting Minutes

 

Minutes of the Annual Meeting of Havercroft-with-Cold Hiendley Parish Council held at Havercroft & Ryhill Community Centre on Wednesday, 14th May 2025 at 6.30 p.m.

 

Present: Councillors M Cooper, Y Lowe, C Rawlings, M Rusling, S Ashton, P Ashton, Clerk and District Councillors U Ali and M Cummings, plus one member of the public

 

Minute 26-1       Election of Chairman and Deputy Chair

                              Cllr Lowe proposed Cllr Cooper as Chair and was seconded by Cllr Rusling

Cllr Rawlings proposed Cllr Rusling as Deputy Chair and seconded by Cllr S Ashton

Resolved:            To elect Cllr Mark Cooper as Chairman and Cllr Rusling as Deputy Chair

 

Minute 26-2       Acceptance of Office Forms

                              Signed by Cllr Cooper and Cllr Rusling

 

Minute 26-3       Apologies and reasons for absence

                              Apologies were received from Cllr Beecher due to holiday

 

Minute 26-4       Declarations of Interest

Cllr Y Lowe and Cllr M Rusling declared an interest in Item 14 of the Agenda.

 

Minute 26-5       Appointments to outside bodies and points of contact for residents

  1. Cllr Cooper and Cllr P Ashton were appointed as the Rycroft Leisure representatives
  2. Cllr Beecher was appointed as (in his absence) as the Rycroft Trading representative
  • Cllr Cooper was as the appointed as parish council representative to YLCA
  1. Cllrs P Ashton and S Ashton were appointed as allotment contacts.
  2. Cllr Rawling was appointed as the defibrillator contact

 

Minute 26-6       Approved the Annual Accounting Statement for 2024/25

Resolved:            To approve the Annual Accounting Statement for 2024/25

 

Minute 26-7       Approve the 2024/25 AGAR

Unfortunately, the Internal Auditor had forgotten to schedule the audit, hence it was not available for the meeting.

Resolved:            To approve the AGAR at the meeting in June 2025

 

Minute 26-8       Reappoint the Internal Auditor for 2025/26

Resolved:            To reappoint Account-ant as the internal auditor for 2025/26

 

Minute 26-9       Approve the Policies of the Council

Resolved:            To approve the Standing Orders and Financial Procedures, the Risk Management policy will be updated and approved at a later meeting.

 

Minute 26-10     Approve the minutes of the meeting held on 9th April 2025

Resolved:            To approve the minutes of the meeting held on 9th April 2025 as a true and correct record.

 

 

 

Minute 26-11     District Councillor’s Report

District Councillor Cummings gave the following update:

  1. Vandalism of Hatfeild Play Area
  2. Flytipping at the back of East St
  • Brambles growing through the fence into the school
  1. Column testing for hanging baskets on lamp posts, Cllr Cummings will contact Amey
  2. Highways has confirmed that Church Lane crossroad will have traffic lights
  3. Cllr Ali reported that there would be changes to the bus service when it falls under public ownership in 2027

 

Minute 26-12     Co-option of new parish councillor

A resident had expressed an interest in becoming parish councillor. They were given the opportunity to speak with Council and asked to leave the room whilst councillors voted.

Resolved:            It was resolved to co-opt Yvonne Sutcliffe onto the Parish Council as there were still two vacancies.

 

Minute 26-13     Financial Matters

  1. Bank balances were received and noted
  2. The monthly payments were approved as per the Agenda
  • The receipt of the Precept on 15th April 2025 of £73,670 was noted

 

Minute 26-14     Allotments

Resolved:            To ask the Clerk to contact YLCA regarding a confidential matter

 

Minute 26-15     Havercroft & Ryhill Community Learning Centre

Resolved:            To arrange a meeting with the Centre Manager next month.

 

Minute 26-16     Open Spaces & Green Spaces

The Clerk was asked to write to a property on Cow Lane regarding an ongoing issue.

It was agreed to allocate £2500 to the upkeep of the top of The Green.

 

Minute 26-17     Public Representations

The public were invited to attend the annual meeting of the parish at 6.00pm, none attended.

 

Minute 26-18     Date and time of next meeting

The next meeting will be Wednesday 11th June 2025

 

The meeting closed at 8.35pm
