Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 13th September 2023 at 7:00 p.m.
Present: Councillors P Stockhill, M Beecher, M Cooper, M Rusling, the Clerk and four members of the public.
Apologies: District Councillor M Cummings.
Minute 24 Declarations of Interest
Cllr Stockhill is a member of Friends of Havercroft community group which carries out works around the village and allotments.
Minute 25 To approve the minutes of the parish council meeting on 12th July 2023
Cllr Cooper proposed the minutes of the meetings on 12th July 2023 and they were seconded by Cllr Stockhill.
Minute 26 Public Representations
Representatives from SWS Football attended the meeting to give a report on the 5 week football camp, which was partly funded by the Parish Council. The camp ran 4 days a week at Rycroft Leisure and attendance was excellent, partly due to the subsidised cost.
It was noted that there had been a reduction in ASB over the holidays, which could be partly attributed to the Summer Camp. The Chairman, Cllr Stockhill, agreed to use his allowance to partly fund the October Half-Term Football Camp.
An allotment holder attended to request a change of plot, in the event of another leasee giving up their plot. This was agreed.
Minute 27 District Councillor’s Report
Although unable to attend the meeting, Cllr Cummings submitted a written report prior:
Win View is still scheduled for demolition and will not be used to home asylum seekers, security will be put in place by WDH.
Cllr Cummings has also reminded WMDC Planning & Highways regarding the survey at Church Lane crossroads that has yet to be carried out.
The Ward councillors have made funding available for bollards at Bethan Court, WMDC yet to carry out the work.
Minute 28 Finance and Banking
The external audit is being carried out by PKF and will be displayed on the website when complete.
CCTV of the drains were authorised as the disabled loo has blocked four times in 2 years.
The Clerk made councillors aware that the draft budget would be discussed at the next meeting.
Minute 29 Havercroft & Ryhill Learning Centre
A consultant is in the process of writing Heads of Terms for the new lease.
Minute 30 IT and Printing
The new printer and Wi-Fi are working well.
Minute 31 Allotments
There has been a report of vermin near the Wimpey Allotments, Cllr Rusling will investigate and has asked the Clerk to send him a plan of the site.
Minute 32 Rycroft Leisure
Cllr Stockhill will attend the next Rycroft Leisure meeting.
Minute 33 Open Spaces & Green Spaces
Minute 34 Correspondence
Correspondence was discussed earlier in the meeting.

The next meeting will be held on Wednesday 11th October 2023 at the Havercroft and Ryhill Community Learning Centre.
