Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft & Ryhill Community Learning Centre on Wednesday the 13th of November 2019 at 7:00 p.m.

Minute 65. Declarations of interest
Councillors A Manifield and I Sanders declared an interest on Agenda Item 10 (Planning)
Minute 66. Minutes of the Parish Council meeting held on the 9th October 2019
The minutes of the monthly meeting held on the 9th October 2019 were moved by Councillor R Massey and seconded by Councillor E Brown and were confirmed as a correct record.
Minute 67. District Councillors Report
District Councillor Mrs M Cummings thanked the Parish Council for the kind donation of Advent Calendars which were given to Children who attended the Kids Kitchen Holiday Hunger Scheme, that had successfully run on October the 30th and 31st feeding 40 and 43 individuals.
District Councillors had raised with WDH the need for the former residents of Winn View to be given first choice to move back into the new development. On the 27th November from 4:00 till 7:00 there is a consultation taking place at Winn View, interested parties were urged to attend.
There where reports of localised flooding down East Street, fortunately this was confined to gardens, there is a need for the Beck to be cleared as much debris has wash down it and blocked grills where the water passed through culverts.
An extended family of travellers at Ellis Laithes had been visited by Officers of the Council no wellbeing issues had been identfied. It was noted that the access to the site was problematic given the layout of the road and the speed of local traffic.
Minute 68. Rycroft Leisure
Two schemes are proposed by Rycroft Leisure to target harden the Sports Centre Car Park. The meeting resolved to accept scheme with the leaf gate, and agreed to fund one third of the cost associated with the works, subject to consultation with business unit tenants.
It was resolved to accept a proposal to remove a stud wall within the Rycroft Sports Centre to form one large room from two existing smaller ones.
Minute 69. Christmas Event 2019
Santa will set off from the Newstead Estate at 4:30 p.m. and will finish at the traffic island on Brier Lane 6:00 p.m. He will then come to the Learning Centre where a grotto will be set out and he will see Children and hand out gifts. This is a Ticketed event, tickets are free and have been distributed to local Schools. Christmas lights will switch on at 4:30 p.m.
Minute 70. Finance
The Accounts for October & November 2019 Cheque number 303433 to 303437 in the sum of £2456.09 and Balanced Accounts reconciled to the Bank Statment 30th October 2019 £31,996.55 were presented to the members and moved by Councillor R Massey and seconded by Councillor Mrs F Heptinstall.
The second draft Budget for 2020-21 with amendments where presented to the Council, a third draft Budget with increases of 1.5% and 2% were requested for the next meeting.
An estimate to replace the heating boiler in the Business Units had been received, investigation will be carried out to see when the current system was fitted with an upgrade or replacement to be considered in the 2021-22 financial year.

Wakefield District Council, regarding grant of easement, land lying north of Madeley Road, Ryhill Noted.
Minute 72. Planning
App. No. 19/01807/FUL Formation of access at Ellis Laithe Farm, Application approved; noted.
Minute 73. Parish matters
Noted to update Parish Council Web Site with minutes and updates to Councillor profiles.
Noted the next Parish Council Newsletter to be published January or February 2020
Noted a request from an existing Brier Lane Allotment holder for a family member to be allocated a recently vacated plot, accepted given there is no current waiting list for this site.
Noted first part of Training for Parish Clerk to take place on Thursday 21st November at a cost of £115.
Paper requesting updated contact details circulated, completed and returned at the meeting.
