Minute 111. Declaration of Interest
There were no Declaration of Interests.
Minute 112. Minutes of the meeting held on the 13 February 2019
The minutes of the monthly meeting held on the 13 February 2019 were moved by Councillor R Massey and seconded by Councillor P Stockhill and were confirmed as a correct record.
Minute 113. District Councillors Reports
There will be a road closure on Church Lane on the 5 April for one day.
Fly tipping across the Ward is becoming more prevalent.
Each Ward has received 86K through an Active Sport Grant where children will be consulted on what they need with a report in March 2019 to enable reconnecting community facilities.
Minute 114. Christmas Events 2019
The Christmas Sleigh has been booked for the Tuesday 28 November 2019 at a cost of £80.00.
The Parish Council have delegated to the working group on any further decisions but to report on progress.
Resolved: That the Parish Council fund the cost of the Sleigh at £80.
Minute 115. Finance
February 2019 Accounts
The accounts for February 2019 in the sum of £26,558.38 were presented to members and moved by Councillor P Stockhill and seconded by Councillor R Massey and confirmed as a correct record.
Minute 116. Land off Church Lane
The Parish Council were saddened to learn of the death of Miss Elaine Lodge who leased the fields for many years and they passed their condolences on to the family.
The current lessee has terminated the lease on the fields. The Parish Council to determine the current rate before leasing the land.
A report will be presented to the next meeting.
Minute 117. Havercroft and Ryhill Community Learning Centre
The Local Development Fund Grant Contract has been signed.
Funding has been received for a Health and Wellbeing Worker
An English Class commences on the 1 April 2019.
Maths and ITC courses to commence either May or June.
Extended hours for the Job Club have been agreed
A successful bid from the Connecting Community Fund, this will enable the centre to work with people over the age of 65 together with a grant of 10K to provide digital support to the over 65s.
Tour de Yorkshire will be coming through the village
Minute 118. Correspondence
District Councillor Mrs M Cummings. Request for a donation for Havercroft Fun Day on the 29 August.
Resolved: That a donation of £400 be awarded.
Minute. 119. Planning:
No Planning Applications or Decisions were received.
Minute 120. Human Resources
Draft documents were circulated to Parish Councillors for comments and approval at the April meeting.
Minute 121. CAB
To confirm that an additional payment of £500 has been made to fund this service.
Minute 122. Dog Fouling on Havercroft Green
It has been reported that dog fouling on Havercroft Green has substantially increased and the Parish Council is looking to bring in a Bye Law to eradicate this problem with a report to a future meeting.
Dog Wardens from Wakefield Council to be requested to monitor the Green
Minute 123. Allotments
The Parish Council have been asked about a Community Allotment and further clarification on the proposal has been requested.
Parish Matters.
It was reported that the village looked cleaner due to the litter picker.
The Clerk to ascertain when the footpath across the grassed area will be opened.
Status of five lamp columns in the village.
Unauthorised Banners to be removed.
