Minutes of the Annual Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 13th July 2022 at 7.00 p.m.
Present: Councillors P Stockhill, M Beecher, R Cotton, C Flynn and C Thomas, District Councillor M Cummings and U Ali, plus one member of the public

Minute 24 Declarations of Interest

Minute 25 To Approve the Minutes of the Meetings held on 22nd June 2022
It was resolved to approve the minutes of the last meeting, proposed by Cllr R Cotton and seconded by Cllr M Beecher
Minute 26 Public Representations
A member of the public raised the issue of buses and rail services (or lack of) in the area but was reminded that this is a district council matter.
Minute 27 District Councillor’s Report
The ginnel by Regina Crescent has been cleared after being reported by Cllr Stockhill.
Cllr Cummings congratulated the parish council on a successful Jubilee event, the possibility of NIF funding for further events was discussed.
The fencing around Whin View Court needs reinforcing to prevent access to the roof, the police have been notified along with Andy Wallhead at WMDC.
Inspector Costello has been asked to carry out speed gun campaigns on Cow Lane and Brier Lane. The next PACT Meeting will be 6th December 2022 at the Learning Centre.
Kids Kitchen will be held during the holidays, sponsored by Cllr Stockhill. The Grab Bags are funded by all three district councillors.
The missing bin by Solid Rock Church entrance will be replaced but located across the road.
Minute 28 Finance and Banking
The finance reports were presented and payments agreed.
Minute 29 Allotments
A letter will be sent out to all allotment holders reminding them that rubbish may not be stored anywhere on the allotments.
Following an altercation at the allotments, a code of conduct complaint was received. However, as the instigator had taken the matter to WMDC, the Council decided that it could not comment any further. The councillor has since been fully vindicated by WMDC.
An inspection of Brier Lane allotments will take place on 17th July 2022 at 9.30am.
Minute 30 Learning Centre and Leisure Centre
Both the Manager and the Chair of Rycroft Leisure are due to leave, Cllr Stockhill will contact the current Chair to discuss the future of the leisure centre.
Minute 31 Open Spaces & Green Spaces
It is intended that a bin could be installed outside the shop but Streetscene has a supply issue, Wakefield Council Officer, Andrew Woodhead will be asked to organise it.
Plantscape will be asked to supply Christmas trees on lamp posts again this year.
It was agreed that no more benches would be installed around the Green for the near future.
Minute 32 Havercroft Safe Scheme
The local NPT will be asked to attend the next council meeting in September.
