Meeting Minutes

Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at The Havercroft & Ryhill Learning Centre on Wednesday the 13th December 2023 at 7.00 p.m.

Present: Councillors P Stockhill, M Beecher, M Rusling, M Cooper, Y Lowe, District Cllr Ali, the Clerk.

Apologies: District Councillor M Cummings

Minute 57           Declarations of Interest

Cllrs Lowe, Stockhill and Rusling declared an interest in Agenda Item 9.

Minute 58           To approve the minutes of the parish council meetings on 8th November 2023

The minutes were approved (Proposed By Cllr Cooper and Seconded by Cllr Beecher).

Minute 59           Public Representations

A resident with a Havercroft address but actually living in Ryhill has asked to go on the waiting list for an allotment – it was agreed, providing that those living the Parish were given the option first.

Minute 60           District Councillor’s Report

  1. Winn View is now well on to being completely demolished, it is hoped to be finished mid January
  2. The Bollards, Bethan View are now being costed and this could be subject to a Councillor Capital Grant application
  3. Alison Lowe the Deputy WY Mayor will be at the Learning Centre Friday 19th January between 3.30-4.30 to listen to and respond to resident issues
  4. The Safety Camera Partnership (WY Mayors initiative), has been introduced to help stop speeding and accidents along Rural Roads, am thinking The Green, it may be worth discussing this with Alison on 19th

Minute 61           Finance and Banking

Payments were approved and councillors were given an update on the current position. 

The Draft Budget will be put to Full District Council in February 2024.

A property at Oak Crescent is currently for sale but Parish Council land is included, it was agreed to issue a warning to the owner/resident that the lease is now invalid.

Minute 62           Havercroft & Ryhill Learning Centre

The Consultant will arrange a building an inspection prior to drawing up a new lease. Trustees of the Havercroft & Ryhill Community Learning Centre will be invited to meet with parish councillors, further to their request for a new lease.

Minute 63           Allotments

It was agreed to send letters to allotment holders, following an inspection at the Wimpey site. A letter will also be sent to a neighbour of Brier Lane allotments, requesting that they reinstate the fence between their property and Parish Council property.

Cllr Lowe agreed to remove the rubbish on her old allotment to allow it to be sectioned into four smaller allotments.

Cllr Rusling will carry out another rat removal at the Wimpey allotments.

Minute 64           Rycroft Leisure

Cllr Beecher attended the Rycroft Trade meeting .

Minute 65           Open Spaces & Green Spaces

  1. It was agreed to remove the tree close to the Millenium Garden on the old railway cutting, for safety reasons.
  2. Cllr Rusling will contact the owner of the horses before path clearance can take place.  Cllrs Rusling & Stockhill will dig a trench and a fence will be erected at No 10 Brier Lane
  3. There has been no further report regarding the newts at the pond, any clearance must take place prior to March 2024.

Minute 66           Correspondence

The Parish Council has received a request for a bench, this was agreed but with reservations.

Minute Date and Time of the next meeting

The next meeting will be held on Wednesday 10th January 2024 at the Havercroft and Ryhill Community Learning Centre at 7pm.

The meeting closed at 8.50pm
