Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 13 December 2017 at 7.00 pm.

Matters raised by Members of the Public
A request to move the clothes bin from Havercroft Academy to the Community Learning Centre.
A request was made to educate children from Havercroft Academy on how to use properly the Pedestrian Crossings outside the school and outside the Post Office. This is something with the agreement of the Academy that could be done by West Yorkshire Police.
Minute 66. Declaration of Interest
Councillors A Manifield Mrs F Heptinstall and Mrs C Saul declared a Personal Interest in item 9(b)
Councillors Minute 67. Minutes of the meeting held on the 2017
The minutes of the monthly meeting held on the 11 October 2017 and the note of the November meeting were moved by Councillor J Shaw and seconded by Councillor A Manifield and were confirmed as a correct record.
Minute 68. District Councillors Reports
Proposed building of houses adjacent to the chemists, a meeting was held with representatives from the Council to determine the site line from the dropped kerbs up the bridleway to the Sports Field.
Minute 69. Christmas Decorations
It is proposed to submit an application for Capital Funding to purchase Christmas features with match funding from the Parish Council subject to obtaining the cost of each individual feature.
Minute 70. Havercroft Business Units
The boiler in the Business Units has broken down and needs replacing. A quotation has been received from L. Amati a gas engineer in the sum of £1,550 including fitting.
Resolved: That the quotation in the sum of £1,550.00 was accepted.
Minute 71. Finance
(a) September and October 2017 Accounts
The accounts for October 2017 in the sum of £12,063.29 and for November 2017 in the sum of £1,360.88 were presented to members and moved by Councillor Mrs C Saul and seconded by Councillor E Brown and confirmed as a correct record.
(b) Budget Estimates for 2018-2019
The proposed Budget in the sum of £59,441 for 2018/2019 was discussed and approved. The Budget remains at last years level therefore there will be no increase in the Parish Precept.
Resolved: The Budget for 2018/2019 was moved by Councillor Mrs C Saul and seconded by Councillor E Brown and was unanimously approved.
(c) Quarterly Reconciliation of Accounts July September 2017.
Members were informed of the current financial statement which was signed by Councillors J Shaw and E Brown.
Minute 72. Havercroft and Ryhill Community Learning Centre
A Grant Agreement relating to the Supply and Installation of Hardware and Software at Havercroft and Ryhill Community Learning Centre and requires the signatures of two members of the Parish Council as the grant is being paid to the Parish Council
Resolved: The grant agreement was approved and signed by Councillor J Shaw and E Brown and witnessed by the Clerk. The documentation to be returned to Corporate Services at Wakefield Council.
The Centre will be closed over the Christmas period opening on the 8 January 2018.
A Kids Kitchen will be held in February. Members of the Luncheon Club had a good Christmas Lunch.
The flower group and the walking group are well attended.
The Monday Club has funding until April.
A meeting of the Community Led Funding will be held on the 15 January 2017 at 6.00pm.

(a) The Prince of Wales Hospice Newsletter Noted
(b) Wakefield Council. Waste Bins
Resolved: To contact the shops to ascertain if they would provide a litter bin.
Minute 73. Newsletter
The Newsletter will be distributed in December and shows the new Parish Council Website which can be accessed as follows: www.havercroftparish.co.uk
Minute 74. Planning
Submission of a Planning application for the Ellis Laithe site.
The Parish Council were informed that this application had been refused.
Minute 75. Resignation of Councillor Mrs C Flynn
As a result of the resignation of Councillor Mrs C Flynn a vacancy has occurred and the District Council have been informed with a request to advertise the vacancy or to co-opt
Minute 76. Defibrillator
Approval has been received for permission to attach the Defibrillator to the outside side wall of the Excelsior shop on Cow Lane.
Resolved: That Grant funding be sought for £500 with the balance being paid for by the Parish Council. Training will also be given on how to use the Defibrillator.
Minute 77. Tree Inspection
Following the collapse of a tree on Havercroft Common a Tree Surgeon was requested to examine all trees on Havercroft Green and Common, his report indicates the work that will be required costs £1,125.
Resolved: That the report was accepted and the cost of £1,125.00 was approved.
Minute 78. Allotments
Currently there are no vacant plots.
Parish Matters
Removal of a litter bin outside the bus stop on Brier Lane Havercroft Green.
Swine fever is present in Europe information on the DEFRA Website.
