Minutes of the Monthly Meeting of Havercroft-with-Cold Hiendley Parish Council held at Solid Rock Church on Tuesday the 12th October 2022 at 7.00 p.m.

Minute 45 Declarations of Interest
None declared
Minute 46 To Approve the Minutes of the Meetings held on 12th October 2022
It was resolved to approve the minutes of the last meeting, proposed by Cllr M Beecher and seconded by Cllr P Stockhill with a small addition to Minute 41 regarding fencing on the Green.
Minute 47 Public Representations
Mr Ward Richards attended the meeting as a representative of Rycroft Leisure. He updated the parish council regarding the current situation and financing, and also mentioned that the Board were looking for new trustees.
Minute 48 District Councillor’s Report
Cllrs Cummings and Ali have been to inspect Hatfield Park and have reported the long grass and the bin, which had not been emptied.
Several reports of fly tipping, which have all been dealt with.
Speeding around the Green has been reported to WYP and a speed survey was carried out by PCSO Costello.
The next PACT Meeting will be 6th December 2022 at the Learning Centre.
It is unlikely that there would be any changes for Havercroft with Cold Hiendley at the next Boundary Review.
Kids Kitchen will be held during the holidays, sponsored by Cllr Stockhill.
Minute 49 Finance and Banking
The finance reports were presented and payments agreed.
All statutory documents have been submitted to the external auditors (PKF Littlejohn) and a report is expected on Friday 30th September 2022.
Minute 50 Allotments
Cllr Cotton is to review the allotment contracts, including a ‘nuisance to neighbours’ clause, and will bring a draft copy to the next meeting.
Nothing further has been heard from Wakefield Council regarding the transfer of East Street allotments.
Minute 51 Learning Centre and Leisure Centre
Councillors Stockhill, Beacher and Flynn attended a meeting at the Learning Centre W/C 3rd October 2022. As a result, The Council decided to clean and decorate the office room which is part of the H&R Learning Centre Lease. It was decided that no further funds were available (following a recent grant of £13,073.58 to the Learning Centre from the Council) to pay utility bill standing orders.
Minute 52 Open Spaces & Green Spaces
Cllr Stockhill will contact the EA to get advice regarding cleaning the pond on the Green.
The road running alongside the Green has not been adopted but a local contractor will be asked to create an access path across the Green and repair the fencing damaged by Virgin Media.
Due to the poor condition of the Christmas tree, it was agreed to replace it with a cut tree this year.
The vandalised notice board has been repaired and will be completed.
There will be a memorial service on The Green as an act of Remembrance for those fallen in WWI and WWII.
