Minutes of the Meeting of Havercroft-with-Cold
Hiendley Parish Council held remotely on Thursday the 12th November
2020 at 7:00 p.m.

Minute 100 PUBLIC REPRESENTATIONS
Minute 101 To receive apologies and
reasons for absence
101.1 Declarations
of Interest, in accordance with Sections 30(3) and 235(2) of the Localism Act
2011, Councillors to declare any personal, prejudicial or pecuniary interests
pertaining to the agenda.
101.2 Cllr
Massey declared an interest in Agenda Item 8) Havercroft & Ryhill Community
Learning Project

Cotton declared an interest in Item 9) Update on Rycroft Leisure CIO grant
application

Minute 102 To confirm the minutes
of the last meeting as a true record
102.1 The minutes of
the last meeting were accepted as a true record, proposed by Cllr Brown and
seconded by Cllr Ryan.
Minute 103 District Councillors Report
103.1 Temporary Clerk read out Cllr Maureen Cummings report to Council:
There was only one issue came out of the last meeting that was the 40mph
sign from the bottom of The Green and when it would be installed, having chased
Highways I can confirm that WMDC are waiting for Npower to put in a supply for
the sign, the sign is ordered once the power is in the sign will be erected
they feel it should be before Christmas.

are still awaiting the outcome of the Golden River surveys, when these are
available they will be shared.
Our
Pumpkin competition was well received with over 20 entries.
Minute 106 To receive information on any ongoing issues
Minute 107 New Parish Clerk
107.1
The Job Description was discussed and Cllr Brown will send amendments to
Cllr Beecher, of both the Job Specification and Person Specification. It was
agreed to increase the budgeted weekly hours to 15/16, so as to include the
quarterly newsletter from April 2021.
107.2
The previous clerk asked the YLCA to do a Health Check of documents, the
current temporary clerk agreed to chase this up.
107.3
The interview panel will consist of Cllrs Stockhill, Sanders and Tams,
with a view to interviewing at least three applicants in January 2021.
Minute 108 Learning Centre Update
108.1
Following the breakdown in negotiations facilitated by Nova, it was
decided to try to gain access to the Office after the 28 day notice period had
expired, accompanied by Doyle Security Company.
It is hoped that the Parish
Council will be able to use the room as its official office, in order to
comply with GDPR regulations.
Minute 109 Update on Rycroft Leisure
109.1
The Council are still awaiting the latest accounts and the previous
three months bank statements, before the grant for £10,405.79 can be
considered. It was noted that the CIO has loaned £19,000 to the CIC.
109.2
Cllr Cotton suggested gates and signage around the play area, with times
the gates are unlocked as there is currently some confusion over opening times.
Further fencing was mentioned, around the area between the astro turf and the
back fence for disabled access.
Minute 110 Land adjacent to 40 Haverdale Road
110.1
It was agreed before he died, that a previous councillor Dennis
Williamson, could adopt the land adjacent to his property, 40 Haverdale
Rd.
110.2
The Chairman was placed in the waiting room while the debate and vote
took place. It was unanimously agreed in this meeting that his son Andy
Williamson could adopt the land.
Minute 111 Business Unit Cleaner
111.1
It was agreed that the Council would recruit a new cleaner for the
Business Units.
Minute 112 Newsletter
112.1
The newsletter was signed off and will be put on the Havercroft &
Cold Hiendley Facebook page and both noticeboards.
Minute 113 Correspondence
113.1
Temporary Clerk, N Stansby to look at insurance renewal costs.
Minute 114 Meeting ended due to 9pm cut off, items 12 & 14 deferred
until next meeting on Wednesday, 9th December 2020.
