Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 12 December 2018 at 7.00 pm.
Present: Councillor A Manifield (Chairman) P Stockhill Mrs M Massey and R Massey District Councillor Mrs M Cummings and two members of the public.
Apologies: Councillor Mrs C Saul Mrs F Heptinstall I Sanders E Brown and J Shaw.
Matters raised by Members of the Public
The problem of growing Ivy encroaching a property and the continual burning of Wood.
Because the property is in private ownership the matter of the ivy be referred to CAB for advice and the burning of wood would be referred to Wakefield Council environment.
A parishioner attended the meeting to inform members of her delight at the improvements to Havercroft Green, the War Memorial, seating and the fencing which all had been done in a tasteful manner, the contractors were friendly and have left the site clean and tidy.

No officer attended the meeting.
Minute 87. Declaration of Interest
There were no Declaration of Interests.
Minute 88. Minutes of the meeting held on the 14 November 2018
The minutes of the monthly meeting held on the 14 November 2018 were moved by Councillor R Massey and seconded by Councillor P Stockhill and were confirmed as a correct record.
Minute 89. District Councillors Reports
There are three pieces of land in Havercroft, the Old Coop Site, Land adjacent to Brooklands and land on the old Eagle site. District Councillors had a meeting with Wakefield Council with a request to issue a Compulsory Purchase Order which was received favorably so that these sites can be cleaned up.
Tour de Yorkshire is coming through the village then into Mill Lane and then Swine Lane.
It is understood that the Centre has been successful with the LAG bid.
Fly Tipping on Tupp Lane and Westfield Lane was still a problem but the gate has now been reinstated
Minute 90. Finance
(a) November 2018 Accounts
The accounts for November 2018 in the sum of £8,636.25 were presented to members and moved by Councillor R Massey seconded by Councillor Mrs M Massey and confirmed as a correct record.
(b) Draft Budget Estimates 2019/2020
The final budget report be presented to Members at the January meeting.
Minute 91. HS2
A discussion on the response to the HS2 Consultation was discussed. The Clerk to formalise a response once members had the opportunity to read it. The Consultation closes on the 21st December 2018.
Minute 92. World War 1 Havercroft Green
The majority of the work has now been completed with the refurbished seat being returned mid-January.
Minute 93. CAB
CAB would like to have a presence in the Community Learning Centre to enable parishioners to have access to their services. The cost would be £3,000 per year.
Resolved: The Parish Council approved a donation of £1,500 towards this service.

Minute. 96 Planning:
Application: 18/02448/GDP. 39 East Street. Single Storey
Extension to rear maximum projection of 5.512m maximum overall height 3.46m and maximum overhead height to eaves 2.37m. Applicant: Mrs Audrone Srebaliene.

Minute 97. Xmas Celebrations 2019

Minute 98 General Data Protection Regulations
Members were issued with the New Security Incident Policy which will be reviewed in May 2019 .
Resolved: That the report be approved and included in the GDPR records.
Minute: 99. Survey of Trees Rycroft Sports Centre.
A formal quotation has been received from the Sports Centre for a survey of all trees within their curtilage.
The quotation received from Tree Care Consultancy is for £510 plus VAT.
Resolved: That the Parish Council contribute one third of the cost the other two thirds being met by Ryhill Parish Council and the Sports Centre.
Minute 100 . Allotments
It was reported that unauthorised Bonfire Night Celebrations had been held on an allotment on the Wimpey site even though the Parish Council had instructed the allotment holder not to hold the bonfire because of houses close by and animals on the allotment site. The Police attended on two occasions and estimated that there were in excess of 200 people present.
A request has been received from the person tending the allotment to transfer the tenancy to him.
Resolved: The transfer of tenancy be refused and the allotment tenancy be terminated on the 31 March 2019.
