Minutes of the ANNUAL MEETING of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 15 May 2019 at 6.30 pm.

 

Present:    Councillor A Manifield  P Stockhill and E Brown

Apologies:  Councillor Mrs F Heptinstall  J Shaw  Mrs M Massey  R Massey and I Sanders

 

Minute 1.  Appointment of Chairman

Councillor A Manifield took the Chair until the appointment of Chairman.

It was moved by Councillor Paul Stockhill that Councillor A Manifield be nominated as Chairman and was seconded by Councillor E Brown.                 .

Resolved:  That Councillor A Manifield be appointed Chairman of Havercroft-with-Cold Hiendley Parish Council for 2019-2020.

 

Minute 2   Declaration of Interest

There were no Declaration of Interest

 

Minute 3    Appointment of Vice Chairman.

Councillor A Manifield  moved Councillor P Stockhill for Vice Chairman and was seconded by Councillor E Brown.

Resolved:  That Councillor P Stockhill be appointed Vice Chairman for

2019-2020.

 

Minute 4.  Chairman’s Annual Report  

The Chairman read his Annual Report and presented the Financial Statement for 2018-2019.

Resolved:  The Chairman’s Annual Report and Financial Statement were received and the report and statement will be circulated to all parishioners.

A copy of the Chairman’s report is appended to the minutes.

 

Minute 5.  Charitable Incorporated Organisation and the Trading Board

Confirmation of Councillor P Stockhill to the Charitable Incorporated Organisation and Councillor R Massey to the Trading Board

Resolved:  That the appointments were confirmed.

 

Minute 6.  Appointment of two Members to the Wakefield Branch of the Yorkshire Local Councils Association.

Resolved:  That Councillors R Massey and I Sanders be appointed to the Wakefield Branch of the Yorkshire Local Councils Associations for 2019-2020.

Councillor Mrs F Heptinstall be appointed a reserve member.

That dates of YLCA meetings be given to all Members

Resolved:   That the appointments were confirmed.

 

Minute 7.    Minutes of the meeting held on the 9 May 2018

The minutes of the meeting held on the 9 May 2018 were noted having previously been approved at the Parish Council meeting on the 14 June 2018.

 

Minute 8.  Standing Orders.  Financial Regulations.  Risk Assessments and Complaints Procedures.

The Clerk reported that no amendments to Standing Orders, Financial Regulations,

Risk Assessments and the Complaints Procedure had been made in the financial year 2018-2019.

Resolved:   That the reports be received.

No Members of the Public Present.

 

Parish Matters

The three derelict pieces of land are being investigated with regard to ownership That the Havercroft litter picker should be congratulated on the work he carries out.
