Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 9 May 2018 at 7.00 pm.

Minute 12.   Declaration of Interest

No Declaration of Interest.

 

Minute 13.   Minutes of the meeting held on the 11 April 2018

The minutes of the monthly meeting held on the 11 April 2018 were moved by Councillor R Massey and seconded by Councillor I Sanders and were confirmed as a correct record.

 

Minute 14.   District Councillors Reports

Congratulations to Councillor A Manifield for being reelected as a District Councillor for Ward 5.

There will be 50K available this financial year for Capital funded projects.

The District Council has had VAT receipts returned for Sports Centre’s for which VAT should not have been paid, the receipts to be divided between Wards with Ward 5 receiving 100K to be spent on schools.

A kid’s kitchen will be held on the 31st May.

Councillor Cummings visited Aces Disability for which the Parish Council gave a grant.

Councillor F Heptinstall is now Deputy Chair for Adults and Health on the District Council.

 

Minute 15.  Finance

(a)  April 2018 Accounts

The accounts for April 2018 in the sum of £11,117.10 were presented to members and moved by Councillor I Sanders and seconded by Councillor E Brown and confirmed as a correct record.

(b)   Yorkshire Internal Audit

Yorkshire Internal Audit submitted a report on the internal audit of accounts for 2017 – 2018 which was discussed by the Council.

Resolved:  That the report be received.

Yorkshire Internal Audit be authorised to carry out the internal audit for 2018/2019

(c)    Annual Report 2017 -2018

 (i)    The Annual Governance Statement was approved and signed by the Chairman

(ii)    The Statement of accounts were approved and signed by the Chairman

(iii)   The Statement of variance was approved

(iv)   The Bank Reconciliation was approved

 

Minute 16.   General Data Protection Regulations.

(a)    Appointment of a Data Protection Officer.

At present it is a requirement to appoint a Data Protection Officer before the 25 May 2018.

Resolved:  That a Data Protection Officer be appointed by the Clerk when the information from the Government and YLCA becomes available.

(b)    Document Retention Policy

The Document Retention Policy was circulated to Members for approval.

Resolved:  The Document Retention Policy was approved.

 

Minute 17.    Dog Fouling Bins

An audit is being undertaken as to where best the bins should be located.  A report to the June meeting of the Parish Council.

 

Minute 18.      Fields in Trust, Havercroft Green

A copy of the plaque with dimensions has been received to enable a design to be undertaken, suitable wording to be submitted to the Clerk.

 

Minute 19.  Christmas Decorations.

Lamp post checks are still outstanding from Amey.

 

Minute 20.      Planning

No planning applications or determinations.

 

Minute 21.   Havercroft and Ryhill Community Learning Centre

 Funding issues for the Community Learning Centre need urgently to be addressed.

Currently a report is being prepared by Centre Manager.

Resolved:  That a Special Meeting be arranged when the report is received.

 

Minute 22.    Correspondence

 HS2.   Further information to be made available on the significant amendments affecting Newstead Lane.

Resolved:  That a representative from HS2 be invited to discuss the proposals to a special meeting of the Parish Council prior to the Information event.

Wakefield Council.   Road closures for resurfacing works.

 

Minute 23.   Havercroft Pond

 The broken fencing round the pond has been repaired.

 

Minute 24.  Allotments                                                                                                                               

 Two members and the Clerk to meet with allotment holders to look of the problem with drainage.

 

Parish Matters.

Allotment Grass Cutting.

Low Bridge Sign reads 3 miles should be 2 miles.

Blocked drains Crescent Road Cow Lane.
