Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 14 November 2018 at 7.00 pm.

Matters raised by Members of the Public

Concern was expressed that the name of Ryhill Parish was not on the Havercroft and Cold Hiendley War Memorial.  The Chairman explained that the official War Memorial for Havercroft and Ryhill was in the Ryhill Parish Churchyard and to mark the 100 years since the end of WW1 it would be nice to have a small War Memorial in Havercroft, therefore the Parish Council erected the War Memorial and seats on Havercroft Green which is in the Parish of Havercroft-with-Cold Hiendley.

Concern was also expressed regarding the amount of fly tipping of rubbish within Havercroft.

 

Minute 73.   Declaration of Interest

Minute 74.   Minutes of the meeting held on the 10 October 2018

The minutes of the monthly meeting held on the 12 September 2018 and 3 October 2018 were moved by Councillor R Massey and seconded by Councillor E Brown and were confirmed as a correct record.

 

Minute 75.   District Councillors Reports

Fly Tipping on Tupp Lane and Westfield Lane was still a problem

District Councillors are looking into the ownership of three pieces of land in Havercroft which are overgrown they are The Old Eagle Site, The Old Coop Site and land between Brooklands and East Street a meeting has been arranged to discuss the problem with the Leader of Wakefield Council.

The Community Learning Centre will be the venue for residents to be able to discuss the new Universal Credit between 2 and 6 pm with the police being in attendance between 5 and 6pm.

A successful Kids Kitchen was held in October with the Parish Council supporting the next Kids Kitchen in January.

Introduction of a Citizens Advice Centre the cost would be 3K with a request for Ryhill

Parish Council to contribute 1.5K. Approval in Principal was agreed to fund 1.5K An item to be included on the December Agenda

 

Minute 76.  Finance

(a)  October 2018 Accounts

The accounts for October 2018 in the sum of £2,868.88 were presented to members and moved by Councillor R Massey seconded by Councillor Ian Sanders and confirmed as a correct record.

 

Minute 77.  HS2

An information event was held in Crofton, the Parish Council to invite HS2 to update the Parish Council and to discuss what benefits may be available.

 

Minute 78.       World War 1 Memorial

 Addition work has been identified at the bottom of Havercroft Green as the pipe under the farm track is blocked, it needs unblocking and extending out by two meters and backfilling, together with a new waste bin and the removal and repair to the existing seat at a cost of £739.27.  The seat will then have a plaque stating that the seat was donated by Havercroft Community Group.

Resolved:  That the additional work be undertaken at a cost of £739.27.

 

Minute 79.     Easement between Beechill and the Sports Field.

 An easement is already in existence but because of the new housing development the existing right of way needs amending which shows a slight alteration to the siting of the path.

Resolved:    That the new easement drawn up by Wakefield Council be signed by two members of the Parish Council and returned to Wakefield Council.

 

Minute 80.   Havercroft and Ryhill Community Learning Centre

 The Job Club will be open on the 28 November when New Applicants for Universal Credit can receive help and assistance to complete the forms which must be done online.

Funding has been obtained for three years for a Health and Wellbeing Officer.

 

Minute 81.    Correspondence

No Correspondence.

 

Minute. 82    Planning:

Application: 18/02041/FUL

39 East Street.  Installation of step lift and altered driveway to

Principal elevation.    Applicant Elmantas Srecalius

 

Minute 83    Litter Picker

A Parishioner has volunteered to collect rubbish within the village and needs to be properly equipped and a request has been made to supply the equipment at a cost of £125.

Resolved.   That the cost of £125 was approved and the Clerk to check on Insurance and prepare a risk assessment.

 

Minute: 84   Survey of Trees Rycroft Sports Centre.

A request be made to Rycroft Leisure for a formal quotation then to be discussed at the December meeting.

 

Minute 85 .  Allotments                                                                                                                              

It was reported that unauthorised Bonfire Night Celebrations had been held on an allotment on the Wimpey site even though the Parish Council had instructed the allotment holder not to hold the bonfire because of houses close by and animals on the allotment site.  The Police attended on two occasions and estimated that there were in excess of 200 people present.

Resolved:   That the allotment tenancy be terminated on the 31 March 2019.

 

Minute 86.  Christmas Decorations

Christmas decorations on Havercroft Green are being supplied by Wakefield Council at a cost of £1,884.84

Resolved:  That the quotation be accepted.

 

Parish Matters.

The field adjacent to Bush Wood will be available as grazing land from the 1 April 2019 because the existing tenant has terminated his lease.
