Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 14 February 2018 at 7.00 pm.

Minute 91. Minutes of the meeting held on the 10 January 2017
The minutes of the monthly meeting held on the 10 January 2017 were moved by Councillor I Sanders and seconded by Councillor A Manifield and were confirmed as a correct record.
Minute 92 HS2
The minutes and action plan of the meeting with HS2 on the 31 January 2018 were received with the following observations:
No mention that the Parish Council are opposed to HS2.
No mention of connectivity from Havercroft along Newstead Lane to Fitzwilliam Railway Station.
No mention of the guaranteeing of jobs for local people during design and construction.
It was agreed that the above be drawn to the attention of HS2 and that an offer be made to make the Community Learning Centre available for training by HS2

Minute 94. Christmas Decorations
A report was presented on the proposals for Christmas decorations from a firm called Plantscape for 2018 together with a detailed report on the lamp columns that require testing by Amey.
Resolved: That the Parish Council request Plantscape to provide Christmas features for 2019 and that Amey undertake lamp column testing within Havercroft.
The purchase cost and the testing can be met from the approved budget.
Members unanimously approved the proposals.
Minute 95 Fields in Trust. Proposed Fencing
As part of the proposed Fields in Trust scheme the Parish Council are proposing to fence the side of Havercroft Green along the B6428 together with four seats featuring World War 1 together with replacing fencing on Greenside and around the well.
Costs are subject to obtaining Capital Grant from the District Council with a contribution from the Parish Council.
Resolved: The Parish Council unanimously approved the proposal which were moved by Councillor R Massey and seconded by I Sander
Minute 96. Finance
December 2017 Accounts
The accounts for January 2018 in the sum of £6669.91were presented to members and moved by Councillor I Sanders and seconded by Councillor R Massey and confirmed as a correct record.
Quarterly Reconciliation October-December 2018
The quarterly reconciliation from October to December 2017 was approved and signed as a correct record by two members Councillors I Sanders and R Massey who are not authorized signatories.
Minute 97. Havercroft and Ryhill Community Learning Centre
Unit 5 within the Business Units have been leased to a person undertaking portrait photography.

Resolved: That a donation be made of £400 towards the Fun Day in August 2018
Minute 99. Havercroft Pond
A site meeting was held with members of the Wakefield Diversity Group and they have given an undertaking to clear the pond during April May, no mechanised equipment will be used in removing the reeds.

Minute 101. Defibrillator
The Defibrillator has now been installed outside the Excelsior Hair Stylists on Cow Lane and will be operational by the end of February.
Minute 102. Havercroft and Ryhill Sports and Youth Centre
Easement
To confirm that the Parish Council have an Easement to land from Beechill Drive to the Sports Fields owned by the Parish Councils, this Easement was transferred to the Parish Councils when they purchased a field from Mr and Mrs Bradley on the 25 March 2003.
Fencing of additional football pitches.
Subject to grants being obtained by Rycroft Leisure it is proposed to erect fencing around the top field opposite the Community Learning Centre to create two additional football pitches. Currently, Rycroft Leisure run fourteen football teams, therefore, the requirement for the additional pitches.
The Parish Council have given approval for the fencing work subject to meeting the Parish Councils requirements as the Parish Council are joint owners of the land.
Minute 103. Extension of Garden
Councillor A Manifield declared a personal interest.
In accordance with previous decisions to allow residents of Haverdale Road to extend their garden to the edge of the disused railway cutting a request has been received to allow the owner of 2 Haverdale road to extend his property in line with previous requests.
The area of land is a small narrow triangle of land.
Resolved: The Parish Council approved the extension of garden to the edge of the disused railway cutting and that no legal costs to be incurred by the Parish Council.
Minute 104. Allotments
The allotment rents remain at £20 per annum.
It was proposed to have a Best Kept Allotment Competition one for the Wimpey site and one for the Brier Lane site with a monetary prize and a cup.
Resolved: It was approved to hold allotment competitions for the Wimpey and Brier Lane sites with a £50 prize and a cup for each site.
Parish Matters
Parking of vehicles on Cow Lane outside and within the vicinity of the Post Office.
