Minute 31 Declarations of Interest
None were declared.
Minute 32 To approve the minutes of the meeting held on 14th July 2021
Resolved to approve the minutes of the meeting held on 14th July 2021 with two minor amendments, proposed by Cllr Beecher and seconded by Cllr Stockhill.
Minute 33 Public Representations
Cllr Manifield reported that the East St allotments have been inspected by WMDC and residents have been asked to return them to their original condition or a Section 215 Notice will be served. Due to the potential flooding liability, the Parish Council will not accept ownership of the allotments.
The land next to Solid Rock Church may be up for auction as the site has planning for 9 buildings.
Sign posts for the Solid Rock Church were discussed, Cllr Stockhill and Pastor Zac will arrange to meet. Funds for a printer were also discussed.
Minute 34 District Councillors’ Report
Cllr Manifield highlighted the Winn view planning applications for 19 bungalows and a community centre following a public meeting in December 2019. Cllr Cummings has a commitment from WDH, that those relocating will be offered first refusal on the new site.
Notice of closure of Brier Lane for gas mains maintenance has been issued, which will affect school bus routes from 18th October 2021.
Kids’ Kitchen will recommence 26th October 2021.
Minute 35 To Elect a Vice Chairman and note plan to co-opt new councillors
Cllr Beecher was proposed as VC by Cllr Manifield and seconded by Cllr Stockhill.
Cllr Stockhill then declared an interest in the co-option of new councillors and took no further part in this discussion. The Clerk suggested asking each potential applicant to complete the New Councillor form. The applicants will then be invited to an Extraordinary Council Meeting in two weeks time, where they will be given the opportunity to speak for 5 minutes, answering questions if there are any.
Minute 36 Finance & Banking
It was noted that the balance of the Current Account at 30th September 2021 Statement No. 334 was £95,360.51 and the Deposit Account Statement No. 165 balance was £23,912.18.
The monthly accounts statement was noted and it was agreed to approve reimbursement of Cllr Stockhill for unblocking the loos at the Learning Centre.
Cllr Manifield asked that he be removed from the bank signatory list.
Minute 37 Update from the Chairman
Cllr Stockhill suggested that purchasing a pressure washer would allow him to unblock the loos at the Learning Centre, without incurring huge costs. This will be discussed at the next ordinary meeting.
The Gate to the allotments off Haverdale Road has been vandalised.
Minute 38 Update on Allotments
Further to the allotment inspection in August, letters were issued with requests to improve cultivation, which has since been carried out. Those residents concerned will be sent thank you letters for compliance. A further inspection of all allotments will take place early in the new year.
It was noted that a skip is required at Wimpey allotments, WMDC will be asked to install.
Minute 39 Christmas Decorations
It was agreed to sign a new contract with Plantscape.
Minute 40 Waste Bins and Benches in the Parish
The Chair will mark on a map where the bins should be and carry out a full bin audit with the Clerk.
The benches around the roundabout belong to the parish council and will be repaired & renewed.
Minute 41 Traffice Calming Measures in Cold Hiendley
This has been passed to the district councillors to proceed with.
Minute 42 Learning Centre Grant & Business Units
It was agreed to award a grant of £13,531.83 to the Learning Centre.
The Business Units needed repair works due to toilet blockage, the boiler also needs replacing. Three quotes will be obtained before works are authorised to go ahead.
Minute 43 Open Spaces & Green Spaces
A tree around the Green have been identified as requiring arbour works as it has Ash die back and is strangled by ivy. Action must be taken immediately by requesting a professional survey.
It was agreed to get a quote for the gate to the Cutting to prevent unauthorised access and to check who has claim to the track via the Land Registry.
Possible development of the Railway Cutting from Cow Lane to Brier Lane was briefly discussed and Cllr Manifield suggested that a further survey be made of the area.
