Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 12 September 2018 at 7.00 pm.

Matters raised by Members of the Public
A parishioner asked why the trees on the top of the sports field had been cut down, why have the stumps not been removed and saplings growing around the base of trees need removing, together with the removal of nettles near the footpath.
Why has the waste bin outside the chemists not been replaced?
The proposed allotment for school children has been declined as the children have their own plot at the school, but may come back at a later date.
A parishioner has requested that she now wishes to go ahead with the parking spaces on parish council land to which the council would lease the land, she was going to contact planning regarding any planning approval that may be required.
A complaint was made that a tenant of WDH property was constantly lighting fires in his garden whilst another was constantly cutting wood with a chain saw.

Minute 50. Minutes of the meeting held on the11 July 2018
The minutes of the monthly meeting held on the 11 July 2018 were moved by Councillor E Brown and seconded by Councillor Mrs M Massey and were confirmed as a correct record.
Minute 51. District Councillors Reports
Work on Ryhill Cemetery footpaths and the cleaning of the war memorial to be completed before armistice day. The cost being met from Capital funding.

Minute 52. Finance
(a) July and August 2018 Accounts
The accounts for July 2018 in the sum of ££5,705.22 and for August 2018 in the sum of £6,314.87 were presented to members and moved by Councillor I Sandersand seconded by Councillor R Massey and confirmed as a correct record.
The quarterly report was presented by the Clerk and approved and signed by Councillors I Sanders and P Stockhill as a correct record.

Minute 54. Dog Fouling Bins
A presentation on the problem of dog fouling in the Parish was made, the presentation outlined where most dog fouling took place, the location of litter bins for dog waste, and bins that were not emptied.
The report indicated that it would be helpful if more bins were provided.
Pick up or pay up stencils on the footpath would be beneficial.
The report also outlined the health to humans and wildlife by dog facies’.
Resolved: That the District Council be contacted for more bins, would they provide them and collect from them?
That a notice on Dog Fouling to be put on the website following the next Parish Council meeting.
Minute 55. Havercroft and Ryhill Community Learning Centre
The Fun Day was a great success and was well attended.
Kids Kitchen was held during each week in August and was attended by about 30 children and parents.
A further Kids Kitchen is planned for the hal term week.

The Parish Council have received confirmation that the Land Registry have registered Havercroft Green in the ownership of Havercroft-with-Cold Hiendley Parish Council

Resolved that a set of keys be requested for the gates.
(c) Rycroft Leisure Skate Park to be removed.

(g) Bury and Walkers Solicitors. Refund of overpayment
(h) Rycroft Leisure.
Travellers took over four pitches on the football field and had to be removed by bailiffs.
A request was made from Rycroft Leisure that the payment to be split three ways i.e. Ryhill and Havercroft-with-Cold Hiendley Parish Councils and Rycroft Leisure.
Resolved: That a third of the payment be made by the Parish Council estimated to be in the region of £750
Rycroft Leisure asked the Parish Council for their opinion of placing bollards at the top of the road leading to the Community Learning Centre and Rycroft Leisure.
Resolved: That the Parish Council gave support to the proposal and asked Rycroft Leisure to obtain quotations.
Minute 60 . Allotments
Judging of the best kept allotments competition on the Wimpey and Brier Lane sites was carried out with a formal presentation being made in the near future to the two winners.
Parish Matters.
The waste bin outside the bus shelter on Havercroft Green has still not been replaced.
Crescent Road Garage site grass has been cut once this year and the gullies have still not been cleared out.
