Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 12 June 2019 at 7.00 pm.   Present:  Councillor A Manifield (Chairman) P Stockhill (Vice Chairman) E Brown  Mrs F Heptinstall I Sanders R Massey and Mrs T Tams-Hedges District Councillor Mrs M Cummings.   Apologies:   Councillors J Shaw and Mrs M Massey   Matters raised by Members of the Public No members of the public present   Minute 23.   Declaration of Interest Councillor A Manifield and I Sanders declared an Interest on Agenda Item12. Councillor R Massey declared an Intersest inAgenda Item 7.   Minute 24.  Co-option of a Parish Councillor. A letter was received from Mrs T Tames-Hedges regarding the vacancy of a Parish Councillor on the Parish Council.  Mrs-Tams-Hedges outlined her background and members gave consideration to her request. Resolved:   That Mrs. Tracey Tams–Hedges be appointed to the vacancy on the Parish Council with immediate effect. Minute 25.   Minutes of the meeting held on the 15 May 2019 The minutes of the monthly meeting held on 15 May 2019 were moved by Councillor E Brown and seconded by Councillor P Stockhill and were confirmed as a correct record. The minutes of the Annual meeting held on the 15 May 2019 were moved by Councillor P Stockhill and seconded by Councillor E Brown and confirmed as a correct record.   Minute 26.   District Councillors Reports The litter picker has been seen unblocking drains, this is the responsibility of the District Council and he is to be informed that this is not with in his remit. A meeting was held with regard to the proposed resurfacing of Hatfield Place. A Kids Kitchen was held on the 20/21 May with in excess of 60 children attending. A Fun Day meeting to be held next week. Active Sports are proceeding with unusual activities for children. Funding is being sought to extend the Bus Service from Havercroft to Barnsley. Whin Court is to be demolished and bungalows being built on the site.   Minute 27.     Havercroft Pond Open Country are a registered charity who operate out of Thornes Park in Wakefield, they have offered to come and clean out the pond in August/September.  The Parish Council would pay for travelling and subsistence and would then if satisfied with the work undertaken make a donation to the Charity. Resolved:  That Open Country be appointed to clean out the pond, travelling and subsistence to be paid with a donation once the work has been completed.   Minute 28.  Christmas Events 2019 Santa’s Sleigh ride through the village has been confirmed with a number of stalls promised, there will also be a tree and lights switch. Discussion on the purchase of an artificial Christmas tree for Newstead is being considered.   Minute 29.  Finance May 2019 Accounts The accounts for May 2019 in the sum of £11,591.51 were presented to members and moved by Councillor R Massey and seconded by Councillor I Sanders and confirmed as a correct record.   Minute 30.   Havercroft and Ryhill Community Learning Centre Councillor R Massey declared a Personal Interest. The Community Learning Centre have employed a Well Being Key Worker to enable a number of new activities to be introduced. In addition a number of new courses are being introduced.   Minute 31.    Correspondence MKB Solicitors  Oak Crescent Lease YLCA  Wakefield Branch Meeting  13 June at Havercroft.   Minute. 32.   Planning: Councillor A Manifield and I Sanders declared a Pecuniary Interest.                                                           Application.  19/01076/FUL  16 Cow Lane (Former Scotsman Public House) Erection of one number detached dwelling including detached garage and associated works.   Mr Gerard Hanrahan.   Minute 33.   Rycroft Leisure Improvements to the Bar and Lounge including the renaming of the bar.  The renaming should be approved by the two Parish Councils. Resolved:  That this matter be taken up with Rycroft Leisure.   Minute 34.    Allotments    Clearing of two allotment plots.  The contractor having visited the site with the Clerk would clear the site completely including cutting down twenty willow trees and spraying with weed killer for the sum of £700. Resolved:  That the quotation of £700 was approved. As a result of the two allotment sites being left in a bad state it was suggested that for all new tenancies a deposit of £20 should be made refundable if the allotment was left in a good state. Resolved:  For all new tenancies a deposit of £20 to be made.   Parish Matters. The Clerk to contact Wakefield Council regarding overgrown vegetation growing onto adjacent property on land adjacent to Crofters Court. Hedges require cutting back adjacent to the footpath at the bottom of Havercroft Green.   Date and time of the next meeting The next meeting of Havercroft-with-Cold Hiendley Parish Council will be held in Havercroft and Ryhill Community Learning Centre on Wednesday  10 July 2019 at 7.00pm.
