Minute 61           Declarations of Interest

None were declared.

Minute 62           To approve the minutes of the Extraordinary Meeting held on 10th November 2021

Resolved to approve the minutes of the extraordinary meeting held on 10th November 2021 proposed by Cllr Cotton and seconded by Cllr Beecher.

Minute 63          Public Representations

There were no representations from the public

Minute 64           District Councillors’ Report

Cllr Cummings gave the DC report, welcoming no change to the Co-op site purchase.

Following a bin audit by Cllrs Beecher & Stockhill, the waste bin at the bus stop will be replaced by 1/4/22 and hopefully the bin at the top of the Green.

Tim Johnson from WMDC should be contacting the Clerk regarding the East St allotments

The 20 MPH report will be circulated to councillors.

There is a planning application for a property to be residential (93-95 Cow Lane).

Rachel Grimshaw is looking to relocate the larger signage to Fitzwilliam bridge.

The Parish Council Review must be submitted by 31st January 2022.  Cllr Beecher highlighted the three options: 1) Stay the same. 2) Change the boundary. 3) Merge with Ryhill Parish Council.  Following discussion, it was decided unanimously to suggest Option 3) and the Clerk to submit the Council’s response.

Minute 65          Finance and Banking

It was agreed that the following grants would be included in the Council Budget:

Havercroft & Ryhill Learning Project – £13,000 (S137)

Rycroft Leisure – £15,000 (with £3,000 from 2020-21 underspend)

Library – £4,000 (with £2,000 from 2020-21 underspend)

The meeting continued on Monday, 17th January 2022 at Solid Rock

The Budget for 2022-23 was agreed and will be submitted to WMDC by 11th February 2022.  Underspend from previous years due to the Covid pandemic, will be used to keep the precept increase as low as possible.

Minute 66           Update on Allotments

Two Improvement Notices were issued to allotment licencees but significant improvement has not been observed, so eviction notices will be issued.

Minute 67           Learning Centre & Business Units

Cllr Thomas will source quotes for the purchase and installation of a new boiler for the Business Units.

Minute 68           Open Spaces & Green Spaces

Cllr Stockhill to source two quotes for a new gate to access the railway cutting from the track at the side of Henry Avenue.

Minute 69           Leisure Centre Grant

It was agreed to grant funding to Rycroft Leisure, providing appropriate documentation is submitted

Minute 70          Special Events

It was agreed to rent the field behind the allotments for the Jubilee celebration on 4th June and set up a working group to plan the event, led by Cllr Thomas, the first meeting will be held on 24th January at 7pm.
