Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft & Ryhill Community Learning Centre on Wednesday 11 th March 2020 at 7:00 p.m.
Present: Councillors A Manifield (Chairman) P Stockhill (Vice Chair) I Sanders, R Massey, Mrs T Tams- Hedges, E Brown and 1 member of the public.
Apologies: Councillors J Shaw, Mrs Massey, Mrs F Heptinstall and District Councillor Mrs M Cummings.
Minute 104 Matters raised by Members of the Public
Mr M Shaw raised the issue of dog fouling around Hatfield Place, there are litter and Dog bins, but these are not being used and signage is being ignored. The Play area is also full of dog fouling. In response the Clerk was asked to raise the issue with Wakefield Councils Dog Wardens to request some work to be undertaken in the are. We will report progress back to Mr Shaw.
Minute 105 Declarations of interest
Noted Cllr P Stockhill has submitted an updated declaration of interest form. Cllr I Sanders declared an interest in item minute 113.
Minute 106 To confirm the minutes of the Parish Council meeting held on the 12 th February
Resolved, To accept the minutes of the Parish Council meeting held on the 12 Feb 2020 with the following amendment to Minute 98. Resolved that the Clerk request up to date account of both Rycroft organisations.

Minute 108 Learning Centre update

Minute 109 Rycroft Leisure
An e-mail was read to the meeting stating that the funding application submitted by Rycroft Sports Centre had been successful and the Council would need to provide £5302.35 match funding.
Resolved to authorise the payment of £5302.35.
It was stated that a copy of the plans or drawings of the scheme submitted in the application be made available to the Council to view.
The Clerk reported that he had received a copy of the accounts for both Rycroft organisations together with a list of key dates. These will be scanned and e-mailed to all Councillors for information.
Resolved to organise a joint meeting between Havercroft-with-Cold Hiendley Parish Council and Ryhill Parish Council to discuss Rycroft Sports Centre, as the Council felt that both should be working more closely in regard to this matter; Possible Items for discussion:
Sports Centre Cash flow issues caused by the Corona Virus and what action both Councils need to consider if any?
Given our joint interest should both Parish Councils have open dialogue regarding Rycroft Sports Centre?
How do Ryhill determine the level of financial support they give to the Sports Centre?
Does Ryhill Parish Council have any legacy payments it makes extra to the financial support it currently gives to Rycroft?
It was noted that we want to ensure the legacy we have inherited is safeguarded for future generations.
Minute 110 Christmas Event 2020
It was noted that there were three locations around the parish where Christmas Lights had been missing, it was asked that as we would need to contract this service again could it include these missing locations for Christmas 2020. Multi Coloured lights would be preferred if possible.
Minute 111 Finance
Balanced Accounts to the 28 th February 2020 were presented to the meeting together with Bank
Statement 315 showing a balance of £18184.51. Cheque Numbers 303556 to 303559 in the sum of £783.89 where presented for authorisation.
Resolved to accept the Balanced Accounts and authorise payments.
Minute 112 Correspondence
A letter from the Friends of Ryhill, who meet in the Learning centre; stated that they were planning a 75 th Anniversary of VE day on the 8 th May.
Resolved that a £100 donation be given to the Group.
Minute 113 Planning
It was stated that the proposed site of the new notice board belonged to Wakefield Council Highways department who had stated that they were willing to give their permission to site a notice board; subject to Planning. Planning have been consulted but were unclear on the powers a Parish Council has with regards to planning permission, Andrew to discuss this with them and report back to the Parish Council.
Minute 114 Parish matters
It was stated that a car had been deliberately set on fire on Cow Lane next to some vacant land, the state of which being badly littered and covered in detritus of various kinds is both a blight to the area and a potential fire hazard. Cllr Sanders is to take the matter up with the fire service.
It was noted that the Brown sign recently fitted pointing to the Learning, Youth and Sports Centres had been turned to face the wrong direction, it was requested that this be turned back please.
