Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft & Ryhill Community Learning Centre on Wednesday the 11 th of December 2019 at 7:00 p.m.

Minute 74. Declarations of interest
Councillors A Manifield and I Sanders declared an interest on Agenda Item 10 (Planning)
Minute 75. Minutes of the Parish Council meeting held on the 13 th November 2019
Resolved The minutes of the monthly meeting held on the 13 th November 2019 were confirmed as a correct record.
Matter arising – Reported that a business unit holder had objected strongly to the proposed gate outlined at Minute 68 (a) The Council resolved to withdraw its support for the proposal.
Minute 76. District Councillors Report
District Cllr Mrs Cummings congratulated the Council on the successful outcome of the Christmas Event on the 28 th November. Councillors, Centre Staff and Volunteers had worked hard to make the event really enjoyable for all. Thanks were also express from the Women’s Refuge for a donation of some of the gift packs.
The Council was asked to firm up projects and costs for any proposed Capital Grant projects as the end of the financial year is only 3 months away. The power supply and fence for the Newstead Christmas Tree and the Shipping Container were suggested projects.
Kids Kitchen Holiday Hunger Scheme dates have been set for the whole of 2020
Minute 77. Rycroft Leisure
Cllr R Massey and Cllr P Stockhill raised concerns about the relationship the Council has with Rycroft Leisure and the trading arm, they stated that in their respective rolls as representatives of the Council their concerns are not given due consideration. It was stated that company paperwork available online showed an imbalance between the joint financial contributions of Havercroft-with-Cold Hiendley Parish Council and Ryhill Parish Council, this would need consideration by the Council.
Both Councillors expressed their desire to resign as representatives on the boards of Rycroft Leisure and its trading arm. It was stated that written notice would be required extra to this to formalise the situation, this can be via e-mail to the Clerk if desired. The notification will then come to the next
meeting for consideration.
Minute 78. Christmas Event
The event went very well, there are some minor improvements that can be made next year and it was asked that the Christmas Event be an agenda item for the next meeting. Everyone was thanked for their contribution.
Resolved that Cllr Heptinstall contact Featherstone & District Lions Club CIO to book date for next year. Resolved to allocate a budget of £1500 for the event within the 2020-21 budget.
Minute 79. Finance
a) November/December Accounts
The Accounts for November/December 2019 Cheque number 303438 to 303445 in the sum of £6722.19 were presented to the meeting. Resolved to authorise the payments.
Insurance quote received for £2,459.36, company has been asked to quote for three year period.
Resolved to accept the £2,459.36 or lesser quote, whichever is best value.
b) Budget 2020-21 third draft
Resolved that the Third draft budget with an overall increase of 1.5% be reviewed at the January meeting.

Minute 81. Planning
Planning application 19/02432/FUL Residential development for 3no. Detached dwellings- Noted
Minute 82. Play Area Improvement funding from FCC Communities Fund
Rycroft Leisure have made a request to the Council for £5375 as half of a 10.75% match towards a potential £100,000 playground project. If successful this money would be deducted from the grant the Council gives to Rycroft Leisure in 2020-21. Resolved to grant £5375 on condition that the
contribution made by Havercroft-with-Cold Hiendley Parish Council is acknowledged in any publicity, marketing or literature or any other reference to the project and its outcome as practicable.
Minute 83. Havercroft to Rabbit Ings shared use route Wakefield Cycle forum asked if the Council would support a shared use route following a line of the disused railway and the tramway joined via a route next to Bush Wood. Item to be considered as agenda item at January meeting.
Minute 84. Parish Matters
It was stated that the 196 Bus had failed to stop to collect passengers, this had been reported to the bus company.
An issue with vermin accessing a damaged drain behind shops on Cow Lane had been reported to Yorkshire Water, repairs had been undertaken, the access for the Vermin has not been address, however the issue seems to have resolved.

The next meeting of the Havercroft-with-Cold Hiendley Parish Council will be held in the Havercroft & Ryhill Community Learning Centre on Wednesday 8 th January 2020 at 7:00 p.m.
