Minute 48           Declarations of Interest

None were declared.

Minute 49           To approve the minutes of the Extraordinary Meeting held on 28th October 2021

Resolved to approve the minutes of the extraordinary meeting held on 28th October 2021 proposed by Cllr Cotton and seconded by Cllr Beecher.

Minute 50          Election of New Chairman

Cllr Beecher welcomed the new councillors who were co-opted at the Extraordinary Meeting held on 28th October 2021, then proceeded to hold a ballot for the position of Parish Council Chairman. Cllr Stockhill was proposed by MB and seconded by RC. Cllr Stockhill was unanimously elected as the new chairman.

Minute 51           District Councillors’ Report

Cllr Cummings gave the DC report, welcoming no change to the Co-op site purchase. There is a possibility of being able to prosecute those who have been flytipping on Tup Lane and the waste bin at the bus stop will be replaced.

MB asked for a bin at the top of the Green and it was agreed for MB, CF and PS to carry out a bin audit around the Parish.

There has been no response from WMDC regarding the East St allotments, Cllr Cummings has asked regarding the Riparian rights to the river.

Kids Kitchen started on 26th October and was well attended, the next one will be 21st December 2021 and funded by the district councillors’ allocation.

There are two new litter pickers: Ray and Chris.

MB asked for an update re the traffic calming measures in Cold Hiendley, Cllr Cumming will send the negative response to the Clerk. Cold Hiendley resident to be made aware of WMDC’s decision.

Minute 52           Finance and Banking

The monthly accounts were approved and it was agreed to combine Environmental Works with Grass Cuttings on the Budget comparison report.

Councillors will look at new leases for the Business Units.

All payments were approved, including the purchase of a Parish Council mobile phone (basic model).

Minute 53           Update on Allotments

Letters have been sent to those who have cultivated their allotments and to those who still need to do so, giving 28 days notice. Cllr Cummings will organise a skip from WMDC.

Minute 54           Update from the Chairman

Cllr Stockhill updated on the Christmas decorations on parish lamp posts, it was also agreed to purchase a tree for the Green at £375+vat & delivery.

Minute 55           Waste Bins and Benches in the Parish

CF, MB and PS will carry out an audit of all bins within the Parish.

Minute 56           Open Spaces & Green Spaces

CF will investigate the possibility of redeveloping the park at the top of Newstead Ave.

Minute 57          Proposed Flag Pole

Three quotes were presented to the Council and Flagpole Express was chosen.

Minute 58           Special Events  

The Council will lay a wreath at the memorial on the Green on 11th November.

Minute 59           To receive information on any ongoing issues    

MB will attend the next Rycroft Trading CIC meeting.  RC will assess land ownership issues
