Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held remotely on Wednesday the 9th December 2020 at 7:00 p.m.

Present: Councillors P Stockhill (Chair) R Massey, E Brown, I Sanders, Mrs T Tams-Hedges, D Pointon, M Beecher and A Pointon.

Minute 115        PUBLIC REPRESENTATIONS

Minute 116        To receive apologies and reasons for absence

116.1 Apologies were received from Councillors Cotton and Massey.

Minute 117        To confirm the minutes of the last meeting as a true record

117.1 The minutes of the last meeting were accepted as a true record, proposed by Cllr Brown and seconded by Cllr D Pointon.

Minute 118        District Councillor’s Report

118.1 Councillor Maureen Cummings did not attend and had nothing to report.

Minute 119        To receive information on any ongoing issues

119.1  It was decided that a separate meeting would be held to discuss the Parish Clerk Salary & Grading for the recruitment advert, taking into account the additional responsiblities.  Suggested attendees are: Cllrs Beecher, Stockhill and Cotton.

119.2  Cllr D Pointon brought up the issue of the railway cutting fencing and the possibility of putting money aside for the Bushwood Project.  It was suggested that Cllr Pointon set up a Community Project in order to attract funding from WMDC, DP will speak to Ginny Jones.

119.3  Necessary paperwork has still not been received from the Havercroft & Ryhill Learning Centre, the requested grant cannot be paid out until it’s been completed.

119.4  Cold Hiendley is awaiting for the results of the Golden River Survey

Minute 120        Payments Due

120.1  All cheque payments were agreed as per Meeting Agenda.

Minute 121        Draft Budget v2

121.1  The Draft Budget was presented to Council and approved

Minute 122        Keeping in contact with older residents

122.1  Cllr D Pointon will contact R, Cllr Stockhill to speak with H, hampers will be distributed to several residents.

122.2  Cllr Cotton suggested gates and signage around the play area, with times the gates are unlocked as there is currently some confusion over opening times. Further fencing was mentioned, around the area between the astro-turf and the back fence for disabled access.

Minute 123        Update on Rycroft Leisure

123.1  The Council is still awaiting requested paperwork e.g. three months bank statements and statutory accounts before the grant of £10,405.79 can be paid out.  Cllr Beecher will remind Rycroft Leisure CIC when he attends their next meeting.

Minute 124        Update on Parish Council premises & security

124.1  The Council is still not permitted access to its office.

124.2  Following serious incidents outside councillors’ homes, it was agreed to install security cameras, should councillors require.

Minute 125        Parish Council Website

125.1  Cllr Brown is updating the new website and will pass information on to temporary clerk via usb stick.

125.2  It was decided that the new website would focus only on the Parish Council activities.

Minute 126        Correspondence

126.1  Insurance Renewal £2632 + £50 admin fee, all agreed to proceed.

Minute 127        Next Meeting will be Wednesday, 20th January 2021.
