Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held remotely on Wednesday the 20th January 2021 at 7:00 p.m.

Minute 128 PUBLIC REPRESENTATIONS
Minute 129 To receive apologies and reasons for absence
129.1 Apologies were received from Councillor Ryan Cotton.
129.2 There were no declarations of interest made.
Minute 130 To confirm the minutes of the last meeting as a true record
130.1 The minutes of the last meeting were accepted as a true record, following two amendments. Proposed by Cllr Brown and seconded by Cllr D Pointon.
Minute 131 District Councillor’s Report
131.1 Unfortunately, Cllr Maureen Cummings had a power cut just at exactly the moment she was to give her report.
Minute 132 Update on Rycroft Leisure
132.1 Ward Richards, Chair of Rycroft Leisure, gave a presentation on the effectiveness of the CIO activities in leading to a reduction in anti-social behaviour. Followed by a request for a £10,000 grant in addition to £5366 already awarded for a new play area. It was unanimously agreed to award the grant, with the proviso that Mr Richards demonstrates how the funding has been used. The Council also agree to pay one third of the cost of removing the travellers from the car park.
Minute 133 To receive information on any ongoing issues
133.1 Cllr D Pointon has obtained 80-100 fruit trees for the railway cutting, plus 50-100 Pyracantha bushes, again for planting on the railway cutting, Mr D Winter has offered to fund these. It was agreed to spend £300 on environmental works.
133.2 Necessary paperwork has still not been received from the Havercroft & Ryhill Learning Centre, the requested grant cannot be paid out until it’s been completed.
133.3 Cllr Tams has organised security cameras, as discussed at December 2020 meeting, total cost of £1149. It was unanimously agreed to pay for this.
133.4 The recent snowy weather was discussed and it was suggested that the Council should either purchase a grit box or a small gritter. Councillors were made aware that they could register as snow wardens with Wakefield Council and Cllr A Pointon is going to speak with local farmers to see if they could help grit side roads.
133.5 Resident Richard Hill, suggested setting up a Parks Project as a community group which will create a 10 year plan for tree planting, with the possibility of them being surrounded by bulbs, turning the area into a wildlife meadow.
133.6 Three applications have been received for the post of Parish Clerk, the interview panel consists of Cllrs Stockhill, Beecher and Tams, it is expected that interviews will take place in March 2021.
133.7 Cllr Stockhill reported that he had been in discussion with Ward Richards regarding the possibility of the Council being able to use one of the rooms at the Learning Centre as an office (again), providing a new lease is arranged for the Havercroft & Ryhill Learning Centre group.
Minute 134 Payments Due
134.1 All cheque payments were agreed as per Accounts presentation.
Minute 135 Review Budget 2020/21 and 2021/22
135.1 The Draft Budget was presented to Council and approved
