Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held remotely on Wednesday the 10th February 2021 at 7:00 p.m.

Present: Councillors P Stockhill (Chair) R Massey, E Brown, I Sanders, Mrs T Tams-Hedges, D Pointon, M Beecher and A Pointon.

Minute 137        PUBLIC REPRESENTATIONS

Minute 138        To receive apologies and reasons for absence

138.1 Apologies were received from Councillor Ryan Cotton, District Councillor Maureen Cummings

138.2  There were no declarations of interest made.

Minute 139        To confirm the minutes of the last meeting as a true record

139.1 The minutes of the last meeting were accepted as a true record. Proposed by Cllr Brown and seconded by Cllr D Pointon.

Minute 140        District Councillor’s Report – submitted by email as issues connecting to meeting.

140.1   Results of the Traffic Survey done along Cow Lane produced the result we expected and that was there were no major issues around speeding at two of the points however the survey by Newstead does show that people are entering the village at higher than expected speeds but not enough to merit any additional works

140.2  Cllr Brown has asked me to chase the 40mph signage at the bottom of Greenside, which I have done the response was that we are still awaiting Npower to issue the notice for the connection of power but I am assured that this is now being chased.

140.3  East Street jct Cow Lane once again was subject to a bust pipe which flooded onto Cow Lane, the emergency team went out and Yorkshire Water were alerted, I believe temporary repairs have been made.

140.4  Fly tipping continues to be a problem along Tup Lane, but the council are quick to come out a clear any tipped items reported.

140.5  After speaking to the Chair about the Traveller site Brier Lane, I have looked at the planning applications and there has been none for this site, I have asked Planning Enforcement to visit and see what’s happening as soon as I have a response I will get back to you.

Minute 141        To receive information on any ongoing issues

141.1  To date, three applications have been received for the post of Parish Clerk and the interview questions have been agreed between Cllrs Stockhill and Beecher.

141.2  Cllr Brown asked if we could critically assess the Traffic document that he has written.

141.3  Cllr Pointon gave an update regarding the trees and bushes, he was offered 250 for £1,500.  It was unanimously agreed to pay for these and plant them on the railway cutting.

Minute 142        Rycroft Leisure

142.1 The Council were asked to consider funding a third of the cost of the new barrier to the site, plus bollards, to prevent unauthorised access.  The Council unanimously agreed to pay a third.

142.2  Necessary paperwork has still not been received from the Havercroft & Ryhill Learning Centre, the requested grant cannot be paid out until it’s been completed.

Minute 143        Parish Council premises & the Community Learning Centre

143.1  The Chairman reported that the Community Learning Centre would not be applying for funding this year but may be submitting an application next financial year. It was agreed to set aside some of this year’s allocation for next year.

143.2  The lease between the Council and the Learning Centre was discussed, no final decision was made regarding who would write the new lease.

Minute 144        Payments Due

144.1  All cheque payments were agreed as per Accounts presentation.

Minute 145        Parish Council Website

145.1  It was agreed that there would be a combination of old and new design.

Minute 146        Banking

146.1  It was agreed that the signatories would be: Cllrs Stockhill, Saunders, Tams, Massey and the new clerk.

146.2  Cllr Stockhill will apply for online banking.

Minute 147        Next Meeting will be Wednesday, 10th March 2021.
