Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held remotely on Wednesday the 10th March 2021 at 7:00 p.m.

Present: Councillors P Stockhill (Chair) R Massey, E Brown, I Sanders, Mrs T Tams-Hedges, D Pointon, M Beecher and A Pointon.

Minute 148        PUBLIC REPRESENTATIONS

Minute 149        To receive apologies and reasons for absence

149.1  Apologies were received from Councillor Ryan Cotton

149.2  There were no declarations of interest made.

Minute 150        To confirm the minutes of the last meeting as a true record

150.1 The minutes of the last meeting were accepted as a true record. Proposed by Cllr Massey and seconded by Cllr Brown.

Minute 151        District Councillor’s Report

151.1     Unfortunately, Cllr Maureen Cummings did not attend the meeting.

Minute 152        To receive information on any ongoing issues

152.1  A sandstone marker has been removed, Cllr Stockhill will check to see if it has been returned and if not, will contact the police.

152.2  Three applications were received before the 3rd March closing date, for the post of Parish Clerk.  Cllrs Stockhill, Beecher and Tams will agree dates and will interview the applicants.

152.3 Resident Sarah Slater, has written to WMDC again to ask that they repair the damage to the access road, caused by refuse trucks using the area to turn. She originally contacted them on 9th July 2019.

152.4  The Council are looking at possibly putting hanging baskets on lamp posts, the total cost would be £65 x 56 baskets = £3,640.  Also considered are two park benches @ £250 each or picnic benches at £149 each.  Setting up a Parks Committee was discussed.

152.5  Resident Andy Barraclough has requested permission to trim the part of the hedge that impinges on his fence.  It was agreed to ask Barry from Greenfingers to do the work.

Minute 153        Rycroft Leisure

153.1 It was agreed at the last meeting to pay a third of the cost of the new barrier to prevent unauthorised access to the car park. 

Minute 154        Finance Report

154.1  Payments were agreed, some will be made via online banking, which Cllr Stockhill now has access to.

154.2  Current spend and income was compared with the Budget, there were some unexpected expenses but the cost has been met from reserves. Also, as the Resource Centre Library didn’t submit their request for a grant this year, the amount has been moved to next year’s reserves.

Minute 155        Parish Council Website

155.1  Parish Clerk to contact Andy Manifield to update the website.

Minute 156        Allotments

156.1  Rents are due and there are 3 new agreements, Cllr Stockhill to pass names and addresses onto the Clerk.

156.2  Some rents are outstanding due to various reasons, these will be chased as they are only £20 a year.

156.3  The leasee with guinea fowl on their allotment will be contacted and reminded that they are not permitted.

156.4  WMDC will be asked to remove the rubbish (asbestos) at the Wimpey allotment.

156.5  Following a complaint regarding the transfer of a piece of land to a resident, it has been confirmed that it was not a registered allotment, none of the Wimpey allotments have been registered but the Brier Lane allotments are.  It was resolved to ensure that the Wimpey allotments are registered as such.

Minute 157        Next Meeting will be Wednesday, 14th April 2021.          

157.1  Unfortunately, due to technical issues, the meeting had to be terminated.  Any unresolved agenda items will be discussed at the next meeting.
