Minutes of the Meeting of Havercroft-with-Cold Hiendley Parish Council held remotely on Wednesday the 13th May 2021 at 7:00 p.m.
Present: Councillors P Stockhill (Chair), E Brown, Mrs T Tams-Hedges, M Beecher, R Cotton.

Minute 159 To receive apologies for absence
159.1 Apologies were received from Councillors D Pointon and Sanders
Minute 160 To confirm the minutes of the last Ordinary Parish Council meeting as a true record
160.1 The minutes of the meeting held on 10th March 2021, we accepted as a true record. Proposed by Cllr Brown and seconded by Cllr Cotton.
Minute 161 To make Correspondence Section restricted
161.1 It was unanimously agreed to restrict attendance and reporting of the correspondence section of the meeting. Cllr Brown declared that he is a distant relation of one of the corresponders.
Minute 162 District Councillor’s Report
162.1 New District Councillor Paul Stockhill has agreed to chase up the 40mph signage on Black Hill/Hall Field Lane and also to see if the fence around the playing field on Henry Ave can be renewed.
Minute 163 To Receive information on any ongoing issues
163.1 Cllr Beecher will report on his Ryecroft Trading meeting and Cllr Cotton will report on his Ryecroft Leisure meeting, to Council at the next meeting.
Minute 164 Havercroft & Ryhill Learning Centre
164.1 Risk Assessments have been carried out for WMDC and the Parish Council meetings to return to the building. However, the old Boiler Room was deemed unfit for use as a parish council meeting room, one issue being that the utility meters are part of the Learning Centre circuit, unlike Unit 5, which unfortunately was not assessed due to Mr Richards bringing the wrong key or unable to find the correct one.
Minute 165 Update from the Chairman
165.1 This was covered in the District Councillor’s report.
Minute 166 Finance Report/Bank
166.1 Due to the Covid pandemic, there was an underspend of approximately £8,000 which has been moved into Reserves
166.2 Cllr Brown to be removed as a signatory, whilst Cllrs Beecher, Tams-Hedges and Cotton will be added.
166.3 The following payments were authorised:

Minute 167 Parish Council Website
167.1 Andy Manifield has been asked to continue to host the website for another year and payment will be made as soon as an invoice is submitted to the Council.
Minute 168 Allotments
168.1 Nic to arrange one skip at Brier Lane and two skips at Wimpey Allotments
168.2 Following a report of rats being seen on the Brier Lane site, Cllr Stockhill will contact pest control and indeed, already has done.
168.3 Gentle reminder letters to be send to those in rent arrears.
Minute 169 Remote Meetings
169.1 It was agreed that all future meetings will be held in person, with provisional bookings made at the Solid Rock Church, until the Council has access to it’s parish room again.
169.2 Track and Trace and hand gel is available at the temporary meeting site, attendees should bring their own masks and if possible, take a Lateral Flow Test on the morning of the meeting. Numbers are restricted to no more than 25.
Minute 170 Street Light Survey
170.1 Cllr Brown’s report, which was circulated prior to the meeting, highlights that there are not 56 lamp posts that in appropriate condition to support Christmas Trees or Hanging Baskets, previous invoices for same to be reviewed.
Minute 171 Traffic Report
171.1 Cllr Brown’s report identifies issues and constraints, again, councillors received copies of the report prior to the meeting.
171.2 Cllr Stockhill is to contact the Neighbourhood Policing Team to request Smiley Sid surverys during commuting times: 8:30-9:30 and 17:00-17:30.
Minute 172 Correspondence
172.1 Following a email from a parishioner regarding loaves of bread being thrown into the duck pond, Cllr Beecher will survey other wildlife ponds for suggestions for a sign to encourage visitors to feed the ducks with more appropriate food.
172.2 Following on from this, councillors discussed asking local schools to get involved in community issues such as litter clean up campaigns and healthy eating for wildfowl posters.
172.3 Local resident Mr Hanrahan has asked that he is allowed to rent parish council land adjacent to his property. As other residents rent up to 26’ of land on the Railway Cutting, a precedent has been set so it was agreed to permit this in principle. A lease will be drawn up, with Mr Hanrahan meeting both his own and parish council costs. The Clerk will request that Wakefield Arbour Department assess two out of the three trees that overhang his existing property. Cllr Cotton will investigate a fixed cost 5-10 lease , with a 12 month break clause and a peppercorn rent.
172.4 There has been vexatious correspondence from a resident, regarding matters that this Council have no control over. He will be directed towards Wakefield Council Anti Social Behaviour Team and other relevant agencies.
Minute 173 Date and Time of Next Meeting
173.1 The Parish meeting will be held on the next available Wednesday at Solid Rock Church.
