Minutes of the meeting of Havercroft-with-Cold Hiendley Parish Council held in Havercroft and Ryhill Community Learning Centre on Wednesday 25th September 2019 at 7:00 p.m.

Present: Councillor A Manifield (Chairman) P Stockhill(Vice Chairman) E Brown, I Sanders, R Massey, J Shaw, Mrs M Massey, Mrs F Heptinstall Mrs T Tams-Hedges and two members of the public.

Minute 45. Declaration of Interest

Minute 46. Minutes of the meeting held on the 10th July 2019

The minutes of the monthly meeting held on the 10th July 2019 were moved by Councillor R Massey and seconded by Councillor P Stockhill and were confirmed as a correct record. 

Minute 47. District Councillors Reports

District Councillors thanked the Parish Council for the financial contribution to the Fun Day which had been a great success.

Summer Kids Kitchen had operated one day per week during the August School Holidays, was well attended and welcomed by the local community who used the service.

Bunds had been installed at various locations to stop encroachment by vehicles, these areas would be tidied up in the coming weeks. 

Road safety precautions were to be installed adjacent to the Hard Rock Church in order to slow vehicles, at the request of residents.

Tup Lane (also known as Pit Lane) has had warning signage fitted to deter fly tipping.

Living Christmas trees are to be planted, one at Newstead and one at the Green.

Sports and Active lifestyles fund was going to be used by a consortium of Havercroft and Ryhill Groups, Schools and Organisations to implement a number of sporting activities across the two Villages with coaching and training as well as a small amount of new equipment to ensure this 12 month project has a legacy.

Minute 48. Christmas Events 2019

28th November set for Father Christmas to tour the village from Newstead to the Green. Lights to be switched on at 6:00 p.m. Plantscape to be informed. Santa’s Grotto to be set up in the Shop, with a Selection box to be given out to Children. Councillor I Sanders to supply contact number to the Clerk.

Clerk to check Road Closure and Insurance, Cllr A Manifield to contact Police

Risk assessment, Marshalls and First Aid required for the event 

Resolved: That £500 be allocated for the purchase of Selection Boxes with any unused boxes to be donated to a Food Bank. 

Minute 49. Finance

July and August Account 2019

The Accounts for July 2019 in the sum of £12,085.27 and August 2019 in the sum of £4753.59 were presented to members and moved by Councillor P Stockhill and seconded by Councillor E Brown and were confirmed as a correct record. 

The Summary of the Accounts April 2019 to August 2019 with a balance of £41,421.66 confirmed by Yorkshire Audit, were presented to members and moved by Councillor E Brown and seconded by Councillor R Massey and were confirmed as a correct record. 

Minute 50. Havercroft and Ryhill Learning Centre

New Courses starting in October – English, IT, Maths. 

Benefits team visiting every other week to help support anyone in the community in need of advice, Clients attending have given positive feedback of service

Monday 10 till 1 CAB offer one to one advice 

Children’s Book Hiding initiative started to encourage reading, scheme at early stage but well received to date.

Play Group based on Play, Stay and Read has now been established.

All roof leaks have now been resolved.

Power points fitted in preparation for Magic Table, demonstration will be given when it arrives.

Minute 51. Havercroft Green- Fencing and Cow Lane

Large stones have been placed at the bottom of Greenside to stop up access onto Havercroft Green.

The Bunds on Cow Lane have been placed as an emergency measure, these would be replaced with fencing in the near future. Some of the area will remain as bund. 

Minute 52. Havercroft Pond- Cleaning

Noted that part of the work had been undertaken with the balance to be completed in early October 2019.

Minute 54. Planning

Councillor A Manifield and Councillor I Sanders declared a Pecuniary Interest.

Minute 55. Rycroft Leisure

A letter in response to questions raised with the Management of Rycroft Leisure was presented to the meeting. The Councils representatives expressed concern with some of the recent decisions that had been made and the processes involved. In order to understand the issue it was requested that the Clerk Invite Mrs D Johnston and Mr W Richards to the next Monthly meeting of the Council on the 9th October, the meeting to start at 6:00 in order to facilitate this. 

Minute 56. Allotments

The Allotment Competition winners were: For the Wimpy Allotments Mr C Colin, and for Brier Lane Mr A Tetley- Mr Tetley requested that his payment be donated to the Victoria Nursing Home. 

D Sykes is still clearing the Allotments, there is a need to burn some of the green waste, this will be done once the final trees have been cut down, this will be done in the near future weather permitting. 

Parish Matters.

(a) Gate adjacent to the Millennium Garden on the disused Railway cutting is not accessible. It requires changing in order to improve access. 

(b) British Telecommunications have proposed removing the last Public Telephone box from the Parish. The Telephone on Cow Lane has only been used 35 times in the last 12 months. 

(c) This was Malcolm Neill’s last Parish Council meeting after 35 years of service as Clerk to the Council. He we thanked by the Chair and the Councillors for his long service, it was noted that he had seen many changes in the Parish over his years and many of the improvements that had been identified had been completed, there are improvements that can be made, but these are minor in comparison. Malcolm stated that he had enjoyed working with the Council and wished us all the best for the future. The Council wished Malcolm and long and happy retirement.

Resolved: To send a letter to the District Council objecting to the removal of the last Public Pay Phone in the Parish.
