Minute 57. Declaration of Interest
Councillors A Manifield and I Sanders declared an interest on Agenda Item 10 (Planning)
Minute 58. Minutes of the Parish Council meeting held on the 25th September 2019
Corrections and deletions Minute 47 Tup Lane, Minute 55 remove last two lines.
The minutes of the monthly meeting held on the 25th September 2019 were moved by Councillor R Massey and seconded by Councillor I Sanders and were confirmed as a correct record.
Minute 59. Rycroft Leisure
No meeting had taken place with representatives of Rycroft Leisure due to annual leave and prior work commitments.
The Council feel it necessary to understand the current situation regarding Rycroft Leisure and aware that Mrs D Johnston is soon to be leaving the organisation, the Clerk was requested to invite Mr W Richards to the next Monthly meeting of the Council on the 13th November, the meeting to start at 6:00 in order to facilitate this
Minute 60. District Councillors Report
District Councillors are looking at Parking on Brier Lane
Crescent Road and East Street target hardening work undertaken
Micro asphalt on Station Road and Hatfield Place
Capital Grant fence on Cow Lane yet to commence
Next Kids Kitchen (Holiday Hunger Scheme) to run on 30th and 31st October, 30 to 35 people will be fed mainly from Havercroft, Christmas theme with Card Making, good scheme helping community.
Ellis Laith, Family of Travellers on informal site, Wakefield Council enforcement have visited, family seem fine, but site access poor.
Sports and Active lifestyle project reported at last meeting has a large element to be delivered by Rycroft Leisure. In view of concerns raised at this meeting District Councillors will meet with Rycroft management for reassurance on project delivery.
Minute 61. Christmas Events 2019
Sleigh round village now to conclude at Learning Centre, where a Grotto will be set up with Father Christmas. 350 Boys & 350 Girls Advent Calendars 300 selection packs and Christmas themed Carrier bags. Resolved a further £500 to project
Minute 62. (A) Finance- September & October 2019 Accounts
The Accounts for September 2019 Cheque number 303420 to 303429 in the sum of £11,454.27 were presented to members and moved by Councillor J Shaw and seconded by Councillor E Brown and were confirmed as a correct record.
The Accounts for October 2019 Cheque number 303430 to 303432 in the sum of £8111.96 were presented to members and authorised for payment and moved by Councillor R Massey and seconded by Councillor E Brown and were confirmed as a correct record.
(B) First Draft Budget 2020-2021
The first draft budget was presented to the Council with a recommendation that the precept be increased by an average of 3% noted. Budget income was maintained at 2019-20 levels with the total requirement being £67,566. Council was asked to give consideration to this in preparation for Novembers meeting.

Parish Matters
(a) Following a number of recent events it was stated that there was a need to ensure vehicles could not access Council lands, the Railway Cutting and Playing field are the most vulnerable. There was a direct cost to the Council of £2500 if preventative measures where not taken. Councillor Manifield was asked to organise temporary preventative measures with a view to formalising should they prove effective.
Resolved to accept associated costs if required.
(b) Pond cleaning- Open Country had been back and cleared more of the pond and fitted some bird boxes. Resolved £100 donation for work. Meeting to be organised with them to identify more projects. Resolved the Councillor Manifield arrange and discuss.
